Description

Bidders shall inform themselves concerning Georgia Laws and comply with same. The Project will result in coating pipes, equipment, and other items at the Hugh A. Wyckoff Water Treatment Plant (Wyckoff WTP), located at 3728 Mars Hill Road, Acworth, Georgia 30101; and the James E. Quarles Water Treatment Plant (Quarles WTP), located at 4402 Lower Roswell Road, Marietta, Georgia 30068. The time allowed for Final Completion and readiness for final payment is 210 consecutive calendar days from the date of commencement. The Work will be awarded in one Contract. PRE-QUALIFICATION OF BIDDERS is required. Only Bids submitted by properly pre-qualified Bidders will be opened. A copy of the application and qualification requirements for this Project can be obtained from the Engineer, Hazen and Sawyer, Attn: David Haas, 1300 Altmore Avenue, Suite 520, Atlanta, Georgia, 30342, 404/459-6363, dhaas@hazenandsawyer.com. Bidders that were deemed qualified for Cobb County-Marietta Water Authority's 2022 Coatings Program may be deemed pre-qualified for the 2023 Coatings Program by submitting a notarized affidavit confirming that all information submitted in the previous application remains unchanged or by providing updates to any information that has changed. All questions related to the Project shall be submitted by email no later than 5:00 p.m. local time, December 6, 2022 to the Engineer's Project Manager, David Haas, at dhaas@hazenandsawyer.com. Questions, if answered, will be addressed by addendum to the Contract Documents. Receipt of any amendment to this Advertisement for Bids shall be acknowledged, in writing, and shall be submitted with the Bid. All Bids must be made out on the bid form to be obtained from the Engineer with the contract documents, in accordance with the Instructions to Bidders. No interlineations, additions or deletions shall be made in the bid form by the Bidder. Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the Owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the Owner in an amount equivalent to five percent of the total amount payable by the terms of the contract or, in lieu thereof, a certified check, cashier's check, or cash in equal amount. The Bid Bond shall be prepared on the Bid Bond form attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as Surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570. Each Bid must also be accompanied by a notarized Non-Collusion Affidavit of Bidder, Contractor's License Certification, Affidavit Verifying Status for Cobb County-Marietta Water Authority Public Benefit Application, and Security And Immigration Compliance Act Certification. Out-of-state corporations and other entities must submit evidence of authority to conduct business in Georgia as an out-of-state entity. Each Bidder must be licensed in the State of Georgia at the time of the Bid. Bids shall be submitted only under the legal name certified to transact business in Georgia by the Georgia Secretary of State. The Owner will in no way be liable for any costs incurred by any Bidder in the preparation of its Pre-Qualification Application or its Bid in response to this Advertisement for Bid. The successful Bidder will be required to furnish a Performance Bond, Payment Bond, Certification of Contractor's Attorney, and Contractor's Affidavit and Agreement with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement. The successful Bidder will also be required to furnish the Pre-Construction Oath pursuant to O.C.G.A. 36-91-21 from every person who procures the Agreement. The successful Bidder shall also provide an executed Subcontractor Affidavit for each subcontractor working on the Project, using the form attached to the Agreement. The terms and time for payment are set forth in the Agreement. All Bids will remain subject to acceptance for sixty (60) days after the day of the Bid opening, but Owner may, in its sole discretion, release any Bid and return the Bid security prior to that date. The Owner reserves the right to reject any or all Bids, to waive informalities and re-advertise.
