Description | Base Bid 1: The milling and resurfacing of Washington Avenue from Anderson Avenue to Grove Avenue. Contract work also includes the reconstruction of sidewalk, driveways, curb, minor drainage improvements, construction of speed tables, upgrading noncompliant ADA handicap ramps and installation of regulatory warning signs. Base Bid 2: The milling and resurfacing of Columbia Avenue from Anderson Avenue to Municipal Limit. Contract work also includes the reconstruction of sidewalk, driveways, curb, construction of speed tables, upgrading noncompliant ADA handicap ramps and installation of regulatory warning signs. Base Bid 3: The milling and resurfacing of Oncrest Terrace from Cortland Place and Cecelia Avenue, Norman Drive from Palisade Avenue to Winston Drive, and Winston Drive from Palisade Avenue to Carlyle Drive. Concrete Sidewalk, 4" Thick 95 L.F. 9" x 18" Concrete Vertical Curb Each bid must be made upon the prescribed forms, furnished with the Contract Drawings and Specifications, including the noncollusion affidavit and ownership statement compliance form and must be accompanied by a Consent of Surety and a certified check, cashier's check, or Bid Bond of not less than ten (10%) percent of the amount bid and, not to exceed $20,000.00. Such checks and Bonds shall be made payable to the Owner and will be held as a Guarantee that in the event the Bid is accepted and a Contract awarded to the bidder, the Contract shall be duly executed and its performance properly secured. The successful bidder shall furnish and deliver to the Owner a performance and payment bond in the amount of 100 percent of the accepted bid amount as security for the faithful performance and payment of the Contract. Further, the successful bidder must furnish the policies or Certificates of Insurance required by the Contract. In default thereof, said checks and the amount represented thereby will be forfeited to the aforesaid Owner as liquidated damages. Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding equal employment opportunity, as amended. All corporations and partnerships must comply with Chapter 33, of the P.L. of 1977, regarding disclosure of partners and stockholders. The rules and regulations cited in 24 CFR 92.351(b), 24 CFR 85.36(e) (i-vi), and OMB Circular A-102 on this topic specify that proactive outreach efforts to include MBW-WBEDBE must be undertaken as part of the open completion process for contract opportunities funded with CDBG and other federal dollars. The sub-grantee and its contractors and subcontractors - are, therefore, required to provide the maximum practicable opportunity of MBW-WBE-DBE's to participate in the procurement process. All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where to the greatest extent possible, opportunities for training and employment shall be given to lower income residents of the project area, and when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority and Women's Business Enterprises are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant funds. The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor and Federal Department of Labor (Davis-Bacon Act). All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days.
