The work includes but is not limited to all labor, materials, equipment, supervision, bonds, insurance and permits. The work also includes interior and exterior restoration of the existing house to include mechanical, electrical, and plumbing work. A new foundation, footings, underground utilities, sitework and stonework for a new deck is also included. The Government intends to award a single firm-fixed price contract that meet this requirement. This contract will be awarded using Best Value, Tradeoffs in accordance with FAR Part 15, Contracting by Negotiation. This is a total small business set-aside acquisition; only small businesses will qualify for award. At the time of solicitation all responsible business concerns may submit a proposal, which if submitted in a timely manner will be considered. All contractors should be registered and current in the System for Award Management at www.sam.gov. The NAICS code for this proposal is 238990, All Other Specialty Trades, with a small business size standard of $16.5 million. In accordance with FAR 36.204, the project magnitude is estimated to be between $1,000,000 and $5,000,000 and is subject to the Davis-Bacon Act.
