Description

The City is seeking to obtain sealed proposals from qualified vendors who can provide the City of Del Rio with design build services for a concrete skate park. The selected Design-Build firm will have the responsibility to provide the City of Del Rio with all design and construction services necessary to complete the project. The selected firm will need to provide a signed and sealed set of construction documents and as-built drawings at the conclusion of the project. It is the responsibility of the offeror to ensure their proposal is received by the City of Del Rio City Secretary's Office by the due date and time. Proposals received after the deadline shall be considered void and unacceptable. The City of Del Rio reserves the right to reject any and all proposals, to waive any informalities or irregularities, as it shall deem to be in the best interest of the City. Any questions concerning proposal specifics should be addressed to Luis Menchaca, Purchasing Agent via e-mail at Luis.Menchaca@cityofdelrio.com no later than January 14, 2024, at 5:00 PM CST. Proposals cannot be altered or amended after the submission deadline. Any interlineation, alteration, or erasure made before opening by the City must be initialed by the signer of the proposal, guaranteeing authenticity. PROJECT The Parks, Recreation and Open Space Master Plan completed by Stantec, Inc. for the City of Del Rio was approved and adopted by the City of Del Rio City Council on May 23, 2023. The goal of this plan is to analyze the current state of Del Rio's parks, recreation, and open spaces; identify needs and deficiencies in the system; and determine a series of goals, recommendations, and priorities for improving the system. After analysis of all public input, the top priority needs were identified and included "Invest in Existing Parks before Developing New Parks" and "Development Skate Parks" as the second and fourth top priority needs, respectively. Stantec, Inc. also recommended the City identify existing park space or acquire additional parkland to build new SCOPE OF WORK The selected Design-Build firm will have the responsibility to provide the City of Del Rio with all design and construction services necessary to complete the project. The Design/Build Contractor will be responsible for verifying all existing site improvements, landscaping, fencing, and site utilities including water, sewer, storm drain, and electrical service. The selected firm will need to provide a signed and sealed set of construction documents and as-built drawings at the conclusion of the project. In addition, the selected firm will provide payment and performance bonds for all work equal to the total project cost. This bond will not provide coverage for the portion of the design build contract that includes design services only. a. Due Diligence: I. Review available property information. II. Commission any site studies deemed necessary. III. Site visitation and walk-through. b. Schematic Designs: I. The selected firm must meet with staff to seek input on overall design elements. II. The selected firm will provide schematic designs that identify terrain, access, elevations and other such features that will or may affect the skatepark. c. Design Revisions and Development Drawings: I. The selected firm shall revise the design based upon City input and any acceptable public input, as directed by the City. This phase of the scope of work should include any design development drawings. II. The selected firm will be responsible for presentation of final skate park design. d. Construction Costs: I. The proposer shall complete a detailed breakdown of estimated construction costs to include all required service, costs and contingencies to assure budget compliance. e. Construction Document Package: I. The proposer shall complete a construction document package that details the skatepark complete buildout that includes, but not limited to, construction details, technical specifications, design development drawings and specifications, and project timeline. II. Plans must be sealed by a design professional licensed in the State of Texas. III. Plans must meet all applicable local code requirements. f. Permitting: I. The selected firm shall be required to obtain all necessary permits. g. Construction: I. The selected firm shall execute a turnkey construction of the skatepark. II. The selected firm will provide proper concrete curing systems or methods. III. The selected firm will complete close-out of the project, including punch list development. All work, design and construction shall meet all requirements of the International Building Codes, NEC, Texas Accessibility Standards (TAS)/Americans with Disabilities Act (ADA) and be of the quality and type normally experienced in the installation of skate parks.
