Description

Raingarden/Stormwater Project Questions concerning this bid must be submitted on or before 2:00 p.m., September 7, 2023, to Devon Moore at dmoore@mywinterhaven.com Questions received after this time may not be answered The City of Winter Haven has secured funding through a Southwest Florida Water Management District (SWFWMD) Cooperative Funding Agreement. This funding will be used to construct several structural stormwater improvements in order to promote infiltration throughout multiple lake drainage basins. These types of projects allow for the treatment and percolation of stormwater, identified in the Sustainable Water Resource Management Plan and Chain of Lakes Water Quality Management Plan to provide water quality benefits to Winter Haven's lakes and recharge of its aquifers. Environmental Resource Permitting is currently in the review and approval process through the SWFWMD. There are four proposed project locations each incorporating various stormwater improvements. Two of these sites are located south of the Polk State College campus along Ave H NE and Ave I NE and include the construction of roadside raingardens and an exfiltration pipe. The third site is located south of the Lake Maude Recreation Park along Ave O NE and incorporates various roadside raingardens. The final site is located at the Winter Haven Recreation and Cultural Center along MLK Blv incorporating a single large raingarden. While there are specific design plans for this project, they may not preclude additional work to tie-in the project with adjacent or nearby public/private parcels or rights of way. Any additional work not included in the plans may be contingent on acceptance of change order agreements. The project will involve the removal of existing curb, pavement, and roadway base material, excavation and re-grading of raingarden basins to meet the proposed elevations, and installation of perforated pipes. All materials removed must be hauled away by the contractor to an approved dumping location. In addition, the project will involve the installation of new curbs, inlets, concrete headwalls/gabion walls, stormwater flumes, walkway railings, and thermoplastic striping. Any and all work necessary to completely construct the stormwater improvements as shown in the attached design plans, will be the responsibility of the contractor. The contractor will also be responsible for temporary traffic control (TTC)/maintenance of traffic (MOT), as well as the field locating and protection of existing utilities. Erosion and sediment control BMPs must be adhered to throughout the project.
