Description

General Project Description Melvin Price Locks and Dam is located on the Mississippi River near Alton, Illinois, approximately 21.3 river miles upstream from St. Louis and 200.8 miles above the mouth of the Ohio River. The project consists of a main lock and an auxiliary lock; a dam containing a movable section of nine Tainter gates; and a fixed submersible dike reaching the Missouri Side of the River. The main lock is 1200 ft by 110 ft with a lift gate at the upstream end and a miter gate at the downstream end. The auxiliary lock is 600 ft by 110 ft with a set of miter gates at the upstream and downstream ends. Work Statement The work will consist of furnishing all labor, equipment, operators, supervision, supplies and materials and incidentals necessary to perform alterations to the Melvin Price Main Lock Overlooks. The overlooks, which are located on the upstream end of the main lock on both sides of the chamber, are single story reinforced concrete buildings that are elevated 14.5 feet above the top of the lockwall and supported by reinforced concrete columns. The work is anticipated to be accomplished with traditional river marine construction equipment, such as floating plant and barge mounted crane and staged behind the bulkheads on the upstream end of the main lock. The bulkheads will be installed and removed by the Government. The work will be performed during a scheduled closure of the main lock. The estimated timeframe for potential award is Summer of 2021. The structural work on each overlook consists of concrete demolition and removal via Government approved methods, and relocation/replacement of concrete columns, beams, slabs, and walls in order to shift the face the building back from the face of the lockwall approximately 4.5-feet. The demolition will require some of reinforcing steel to be left in place. Contractor designed temporary shoring of the building will be required during the demolition phase of work. The concrete demolition is to be completed above lift gate machinery that is to be protected and left in place during the work. The electrical work in the Illinois overlook consists of modifications and upgrades to the medium voltage power distribution equipment, providing temporary power to different locations of the project while the power distribution equipment is down, and low voltage renovations. The work in the Missouri Overlook consists of renovation of an office, break room, and visitor’s area. The work includes modifications to the current HVAC system and renovations of the low voltage electrical system.
