Description | Construction of the Wolf Point Phase One Wastewater The project consists of three schedules. Schedule One includes Cured-In-Place-Pipe (CIPP) rehabilitation with spot repairs of 5,170 linear feet of existing 8-inch sewer main, installing new manholes and lining existing manholes, and reinstating sewer services. Schedule Two includes CIPP rehabilitation with spot repairs of 5,360 linear feet of existing 8-inch sewer main, installing new manholes and lining existing manholes, and reinstating sewer services. Schedule Three includes CIPP rehabilitation with spot repairs of 690 linear feet of existing 8-inch sewer main, installing new manholes and lining existing manholes, and reinstating sewer services. Contractor and any of the Contractor's Subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, PO Box 8011, 1805 Prospect, Helena MT 59604-8011. Information on registration can be obtained by calling (406) 444-7734. All laborers and mechanics employed by Contractor or Subcontractors in performance of the construction work shall be paid wages at rates as required by the Davis Bacon Wage Act or Montana State Prevailing Wages, whichever is greater. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the City of Wolf Point, in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. On December 21, 2020, the City received notice of award of the Community Development Block Grant funds from the Montana Department of Commerce. The City of Wolf Point will soon commence implementation of the wastewater project. CDBG regulations governing the grant require that to the greatest extent feasible, opportunities for training and employment arising in connection with this CDBG assisted project will be extended to local lower-income residents. Further, to the greatest extent feasible, business concerns located in or substantially owned by residents of the project area will be utilized. CDBG regulations governing the grant require that opportunities for contracting will be extended to minority, women-owned, and disadvantaged businesses (DBE/MBE/ WBE). This project is funded in part or in whole with grant/loan funding from the American Rescue Plan Act (ARPA), Community Development Block Grant (CDBG), the Montana Coal Endowment Program (MCEP), and the Department of Natural Resources Conservation (DNRC). Award of the project will be contingent upon receiving funding and award concurrence from ARPA, CDBG, MCEP, and DNRC. Bids may only be withdrawn as provided in Section 16.02 of the Instructions to Bidders after the scheduled time for the public opening of bids. The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid that is in the best interest of the Owner. All questions about the meaning or intent of the Contract Documents are to be submitted in writing to and must be received by Great West Engineering no later than 5:00 P.M. local time on May 20, 2022. Questions received after this date will not be answered. Oral questions will only be accepted at the Pre-Bid conference.
