Description | Division 1: Construction of a new cast-in-place 1,850 gpm submersible sewer pump station and modifications to an existing 1,300 gpm wet-pit/dry-pit sewer pump station, flow measurement, automated valving, sump pumps, instrumentation and controls, ATS, emergency generator, and miscellaneous site work. Division 2: Extension of and existing force main to the WWTP by Installing 5,827 ft of 14" HDPE pipe. Includes valving and 138 ft of directional drill creek crossing, 80 ft of bore and jack, testing, clean-up, and seeding The Projects have an expected duration of: Division 1: 540 days. Division 2: 300 days. For further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Information for Bidders that are included in the CONTRACT DOCUMENTS. The Owner reserves the right to waive any informalities or to reject any or all bids. Each bidder must deposit with his bid, a 5% Bid Bond, in the form and subject to the conditions provided in the Information for Bidders. All bidders must be licensed General Contractors as required by the Contractor's Licensing Act of 1994, as amended, of the General Assembly of the State of Tennessee, and qualified for the type of construction being bid upon. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof. This project is being funded by local funds, a Community Development Block Grant, a State Revolving Fund loan, along with the US Department of Commerce Economic Development Administration providing partial funding for this project (EDA Investment No. 04-79-07755). Therefore, the work is subject to the Federal and State laws and regulations associated with the listed programs. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. DAVIS-BACON ACT and AMERICAN IRON AND STEEL REQUIREMENTS The successful bidder must be in compliance with all applicable Davis-Bacon Act and American Iron and Steel requirements DISADVANTAGED BUSINESS ENTERPRISES (DBE) REQUIREMENTS Bidders must comply with the SRF Loan Program's Disadvantaged Business Enterprises (DBE) requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award. Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting contract(s) awarded by the Owner.
