Description | To perform certified lead-based paint risk assessments (LRAs), lead based paint inspections and lead-based paint clearances. The Town of Gouverneur is the recipient of $400,000 in 2020 NYS CDBG funding for a town-wide Owner Occupied Rehabilitation Program. The Town of Gouverneur has entered into a technical services agreement with the Development Authority to provide grant administration and program delivery services in implementing this grant. The Development Authority is seeking proposals from certified environmental and lead-based paint firms qualified to perform lead based paint risk assessments (LRAs), lead paint inspections and lead based paint clearances; to provide a written report of the site visit as well as a report of detailed remedial activities, i.e. scope of work write-up and clearance reports for the Town of Gouverneur’s CDBG Program. Approximately 10 homes will be assisted with rehabilitation assistance with typical assistance under $25,000 per unit. The lead based paint risk assessments, lead based paint inspections and lead based paint clearances must be completed by a qualified firm or individual in accordance with the 2012 HUD Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing and ASTM E2271. The selected firm will conduct lead based paint risk assessments (LRA) and lead based paint clearances for occupied areas of residential structures in compliance with 24 CFR 35.1320 of the federal regulations to identify lead hazards in approximately 10 single family homes in the Town of Gouverneur as part of its CDBG Owner Occupied Rehabilitation Program. Typical rehabilitation costs will be less than $25,000 per unit. The selected firm must be able to provide the following services: a. XRF testing; b. Soil samples; c. Confirmatory or paint chip tests; d. Dust wipes; e. Recommendations to be incorporated into a scope of work within 1 week of testing for leadbased paint interim controls. f. lead based paint clearance |
