Description | The State of California, acting through the Board of Trustees of the California State University, hereinafter called Trustees or BOT, on behalf of California Polytechnic State University San Luis Obispo, hereinafter called University, will soon begin the process of seeking qualifications and proposals from Design-Build General Contractors (Proposers) to provide design and construction services for a new Wastewater Reclamation Facility (WRF) Project. The University is now in the process of developing a list of Collaborative Design-Build General Contractor firms to be considered for the project and is currently seeking non-mandatory letters of interest from firms that wish to be considered for inclusion on that list. PROJECT SCOPE: The project involves the design and construction of a package plant wastewater reclamation facility employing membrane bioreactor (MBR) technology, UV disinfection and related appurtenances, to produce tertiary treated and disinfected reclaimed water that is in accordance with General WDR Order No. R3-2020-0020 to utilize for campus irrigation purposes. PROPOSED PROJECT ELEMENTS: Proposed project elements include, but not limited to: - WRF site development, including all required earthwork and U/G utility infrastructure, in preparation for the installation of a package plant to produce reclaimed water which meets the standards set forth in the general order referenced herein - Procurement and installation of the package plant, inclusive of a 400,000 to 500,000 gallon equalization tank, and all related appurtenances - Design and construction of a classroom building with ample parking at the WRF site to provide interdisciplinary learning opportunities consistent with the Cal Poly pedagogy of 'Learn by Doing' - Design and construction of lift station(s) and related force mains to convey wastewater generated on campus to the WRF - Design and construction of a 120 acre-foot lined earthen reservoir - Design and construction of a small swine digester - Procurement and installation of emergency back-up generators for the WRF and each lift station - Design and installation of a WRF-related SCADA system and integration into Campus system - Design, permitting, and installation of (4) pipeline crossings of UPRR tracks PROPOSED PROJECT DELIVERY METHOD: The delivery method for this project is Collaborative Design-build. The project will fully embrace the principles of collaboration and integrated project delivery that emphasizes a cooperative approach to problem-solving. The University expects the collaborative design-build team, as part of the project team, to deliver this project by creating a culture of open and honest communication, utilizing team principles efficiently and effectively, and establishing a collaborative environment where the project team contributes its best efforts for the benefit of the project as a whole. SELECTION PROCESS: The University will use a phased approach to select the collaborative design-build team: the builder will be selected with an RFQ/RFP process, and then the University will work collaboratively with the selected builder to select the design engineer, and subsequently, all other team members. This process selects the Collaborative Design-Builder on qualifications and proposed fees (a design competition is not utilized). Non-mandatory letters of interest should be limited to one 8-1/2x11 page and include a link to the firm's website. The University is seeking firms which have demonstrated Collaborative or Progressive Design build experience, have experience with design management, civil improvements, utility infrastructure, and water/wastewater work, and have proven ability to work with multiple public agencies in a collaborative project delivery environment to provide the best possible outcome, on schedule, and within budget.
