Description | Set Aside for Indian Small Business Economic Enterprises. The Bureau of Indian Affairs, Colorado River Agency, Branch of Electrical Services (CRA-ES) requires maintenance, repair and thermal modifications to medium voltage electrical substation transformers. The contactor shall perform all necessary maintenance and repairs to as stated in this Statement of Work (SOW). Maintenance, repair and modification tasks shall include oil filtration, resealing/re-gasketing,, gauge replacement, bushing repair and/or replacement or repair of damaged cellulosic insulation, oil replenishment, testing, and thermal upgrades. All replacement materials and items shall be new Commercial-Off-the-Shelf (COTS) products. If custom/proprietary products are suggested or required, the contractor shall provide justification to the Contracting Officer (CO) and a courtesy copy sent to the Contracting Officers Representative (COR) at CRA-ES. Acceptance shall be required by the CO prior to any design or implementation. The RPMXC shall cover all repair and maintenance of existing Substation Transformers. CRA-ES shall be responsible for Lock Out Tag Out (LOTO) Procedures and Transformer/Substation isolation. CRA-ES shall not apply electrical phase to ground bonds (i.e. Grounds) for the Contractor. CRA-ES shall only open the appropriate circuit switches and breakers as to prevent the flow of energy. Contractors are encouraged to place their own grounds and locks on key points of isolation after CRA-ES has performed all isolation procedures. Contractor shall be responsible to place all their own grounds for personnel protection. Contractor shall also be responsible for removing all their own protective grounds before Transformer/Substation is re-energized. |
