Description | Replacement of Reservoir 3 The City of Everett (City) is requesting a Statement of Qualifications (SOQ) for engineering services related to the replacement of its Water Reservoir 3 located at 6107 Berkshire Drive west of Evergreen Way. The City conducted a seismic structural assessment on Reservoir 3 which indicated that the reservoir is not compliant with current codes and a large seismic event would cause structural failure of the reservoir. The 2020 Comprehensive Water Plan recommends replacement of the 100-year-old, 20 MG Reservoir 3 with new reservoir(s) to be located within or in the vicinity of the current Reservoir 3 site. The replacement is scheduled for 2024/2026 The consulting services work may include, but is not limited to, surveying and preparation of base maps, alternatives development and evaluation, geotechnical evaluation, environmental and construction permitting, design, evaluation of construction methods and scheduling, preparation of bid documents, public outreach support, support services during construction, and construction management. The City is considering utilizing a Project Labor Agreement/Community Workforce Agreement (PLA/CWA) for the construction of this project, and is seeking the consultant's perspective on the value and execution of this approach. Minimum Information Required: The firm's experience in the design of storage reservoirs of similar size The firm's experience with incorporating PLA/CWAs into bid documents The experience of the proposed project manager and individuals who will be working on the preparation of the plans and specifications Approach to managing and completing the project A draft schedule for the completion of the project (Design, Bidding and Construction) Approach to communicating with the City. Be specific about what is communicated and the form and frequency of your communications. The SOQ will be evaluated, and based on the results, the City will either enter directly into contract negotiations with the most qualified consultant or will interview as many as necessary before final selection is made. Communicating with any other City employee on this project is not permitted and may be grounds for rejecting the consultant's SOQ. The method of Contractor Selection has not been Determined at this time. |
