Description | The Project will provide redundant water mains on Kelly Island Road (WV 9/13) and on Winchester Avenue (US 11) north of Paynes Ford Road (WV 19), and replacement water mains on Paynes Ford Road and on US 11 south of Paynes Ford Road. The Project includes approximately 19,600 linear feet of proposed water main (12"-16" nominal diameter), plus approximately 55 proposed water services and other appurtenances as set forth on the Bidding Documents prepared by Dewberry Engineers Inc. (Dewberry). The Project also includes abandonment of approximately 6,100 linear feet of existing water main. Bids received after the scheduled closing time for the receipt of Bids will be returned unopened to the Bidders. A Bidder may not withdraw his Bid for a period of ninety (90) days after the date set for the opening of Bids. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis, as indicated in the Bid Form. All work shall be substantially completed within 420 calendar days after the date when the Contract Times commence to run, and completed and ready for final payment within 480 calendar days after the date when the Contract Times commence to run. Liquidated damages shall be $1,000 per day. The Project will be funded with WV Drinking Water Treatment Revolving Fund (DWTRF) loan monies and WV Water Development Authority (WDA) grant monies. As such, Davis-Bacon wage-rate requirements and American Iron and Steel requirements are applicable. The following DBE requirements and nondiscrimination requirements are also applicable: DBE Requirements: Each Bidder must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid. The bidder agrees to make "good faith efforts" to sub-contract a portion of the total value of the contract to Disadvantaged businesses. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejection of bids. For the purpose of this program, the term "subcontractor" includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract. Nondiscrimination in Employment: Bidders on this work will be required to comply with the President's Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications. The Project will use a two-envelope system for the opening of Bids. Both envelopes shall be submitted in a single, larger envelope that has the following information printed on the front: Name and address of Bidder Bid on DWTRF #22DWTRFA131 / IJDC #2022W-2166, Pikeside Area Water Main Improvements Envelope #1 will be opened first, and the Bidding Requirement items will be checked for compliance as outlined in Article 7 of the Bid Form. If the requirements are met, Envelope #2 will then be opened and the Bid will be publicly read aloud. If the documents required to be contained in Envelope #1 are not in order, the Bid will be considered non-responsive and Envelope #2 will be returned to the Bidder unopened. All Bidders are required to have a West Virginia Contractor's License per Section 21-11-11 of the West Virginia Code. Bidders must hold a current West Virginia contractor's license on the date of Bid opening.
