Description

The City of Altoona invites sealed proposals for the purchase and development of 3 parcels totaling approximately 80.93-acres ("Site") located on the eastern edge of Altoona off of US Highway 12. The City seeks mixed use residential / commercial development of the property with certain desired characteristics and outcomes, as described herein. The area has adopted a master plan that should guide all proposals. The master plan encompasses additional property not currently located in the city and the proposal should fit in with the long-term vision for the area as a whole. If this additional land is included the total acreage of the area is approximately 225.89 acres. The Respondent will be required to enter into a development agreement with the City. The master plan, titled "East Neighborhood Residential Development Plan" hereafter referred to as the East Neighborhood Plan, with supportive illustrations, are enclosed.
