Description

The James H Quillen, VA Medical Center, Mt Home Tennessee has a requirement for Design Build Services to Renovate Building 204 for SPECT CT (EP Cath Lab), Project #621-23-101. This will be a 100% set-aside for Service-Disabled Veteran-Owned Small Business concerns under the authority of 38 U.S.C section 8127 (d). NAICS code 236220, Commercial and Institutional Building Construction applies to this requirement. The small business size standard is $45M. The estimated range of construction is Between $250,000 and $500,000. This requirement will be procured per Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The solicitation is expected to be posted on or around May 23, 2023, and close on or around July 11, 2023. This requirement is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C A8127 (d). Only those SDVOSB s listed and viewable in the Center for Verification & Evaluation (CVE) database located at SBA Vetcert https://veterans.certify.sba.gov/. The CVE database will be checked at the time of offer submission as well as prior to award. All offers must also have an active listing in the System for Award Management (SAM) database. The awarded contractor must also submit evidence of enrollment with VETS4212. In addition to the requirements as set forth in the solicitation notice (to be issued), the proposed contractor must also be determined responsible in accordance with FAR Part 9. The Contracting Officer will determine responsibility prior to award any award being made. The Project number, Project Name and Solicitation Number must be included in the subject line of all questions related to this requirement. There will be no public bid opening. All offerors must ensure that their firms can provide both 100% Performance and Payment Bonds. In addition, the offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated, and award made utilizing the Best Value per FAR Part 15. Offerors are advised award may be made without discussion. No questions will be considered until the actual solicitation is released, on or by May 23, 2023. END OF PRESOLICITATION NOTICE Title of Project: 621-23-101 Design-Build Renovate Bldg 204 for SPECT CT (EP Cath Lab) Scope of Work: This acquisition will consist of design and construction services to Renovate Bldg 204 EP Cath Lab for SPECT CT. Location: James H. Quillen Campus, building #204, Mt Home, TN. Work includes but is not limited to: Contractor shall furnish labor, materials, supervision, and equipment necessary for a Design and Build project to properly prepare the James H Quillen Campus, building #204, Cath Lab for the new SPECT CT site and utility prep per manufacturer s requirements to install requested systems and provide testing/certification for proper operation. Contractor shall prepare existing equipment for demo and renovation of Cath Lab to meet zoning requirements. VA will maintain all medical center operations. Temporary measures shall be provided by contractor to maintain medical center operations including, but not limited to, Cath Lab procedures. Work includes, but is not limited to, interior design, finishes, fire and safety, fire alarm, sprinkler, demolition, industrial hygiene, abatement, structural, architectural, mechanical, HVAC, Direct Digital Controls (DDC), plumbing, electrical power & systems, etc. Conceptual drawings shall represent the VA s intent for this space. The VA project concept is included for clarification and to delineate the project objectives/constraints. The Contractor shall not rely on the preliminary VA concept as a final design. Contractor shall develop a design with a VA design team to ensure all needs and project objectives are met. The design consultant shall provide necessary architectural and engineering services required to prepare a complete design (stamped contract drawings, specifications, technical reports, cost estimates, inspections, quality assurance etc.) and construction period services to insure the successful completion of the project. The contractor shall provide the VA with certifications and standard VA warranties. During Design Development (DD) the contractor is responsible for independently analyzing conditions, needs, systems, etc., and developing unique, optimal proposals to achieve project objectives. All design and construction work shall be complete within 365 calendar days, including final inspection, punch list corrections, testing, and closeout/ release of claims.
