Description | For provision of a complete, turnkey Fiber Optic Backbone and Fiber to the Home (FTTH) and Business Services Network system pursuant to a design-build selection process. The successful bidder must provide comprehensive design/engineering services and all construction/installation services for the requisite broadband infrastructure system. The Fiber Optic Backbone will total approximately 43 miles of estimated fiber path and will be broken into three paths. The Fiber to the Home (FTTH) project component will total approximately 180 miles of fiber path. It will encompass an estimated 45 business addresses (with provisions for an additional 35) and an estimated 2,313 total subscriber addresses (with provisions to allow for future connection to all addresses). The project shall include, but shall not be limited to, the following tasks: All design phases, through finalized design; Collaboration with service provider; All engineering phases, through engineering completion; Environmental approvals; Permitting; Surveying; Design and submittal approval with the Tribe's Contract Administrator or other authorized representative; Material procurement (except as otherwise indicated in specifications); Storage of materials; Construction Project Management; Complete construction pursuant to specifications and any and all change orders; Splicing; Testing; Turn-up/integration; Training of Tribal staff; and any and all other work and services necessary to ensure the Tribe receives a fully operational, high-quality system, as evidenced by exceptional performance and reliability, ease of maintenance, and ease of expansion as per design specifications, to service all customers. Proposers must be able to show that they are capable of performing the services requested. Such evidence includes, but is not limited to, demonstrated competency and experience in delivering services of a similar scope and type and availability of the proposer's personnel, material and equipment resources. All work will be performed in accordance with applicable laws, regulations, codes and standards prevailing in the industry. A site visit is recommended. All employers, contractors and subcontractors on this project are required to give preference to Indians and Indian Organizations/Enterprises in contracting, hiring, promotions, materials and supplies. Proposals must comply with the requirements set forth in the Bidding Documents and be submitted, with copies, in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside. The Tribe will not assume responsibility for proposals mailed in through public or private mailing services. Bidders mailing proposals must allow ample mail delivery time to ensure timely receipt of their proposal. It is the bidder's responsibility to ensure that the proposal is received prior to the deadline. Postmarking by the due date will not substitute for actual receipt of the proposal by the Tribe. Proposals sent via email or fax will NOT be accepted. Bidders may be asked to attend an interview prior to bid award. The successful bidder will be expected to begin contract performance as soon as possible. The project must be completed not later than February 1, 2025. The Tribe reserves the right to accept or reject any or all bids/proposals, to waive technical defects and make the award to the bidder most competent to serve the Tribe's requirements. All bids/proposals shall be valid for a period of ninety (90) days following the date on which proposals are due, except that the bid/proposal of the successful bidder shall remain valid until expiration or termination of any contract based upon the successful bidder's bid/proposal, between the Tribe and the successful bidder. |
