HUB % included in proposal. HISTORICAL BACKGROUND: Beginning in 1886, San Marcos hosted a Summer Normal Institute where educators gathered to study and earn advanced certification. Those who came to San Marcos for study saw its promise as a site for a permanent Normal School to serve teachers in South Texas and in December 1892, they petitioned the Legislature for such a designation. Work on the Main Building began in 1902 and the Normal School was ready for 303 students and 17 faculty members when Southwest Texas State Normal School opened in 1903. Over the years, the Texas Legislature broadened the institution's scope and changed its name successively to Southwest Texas State Normal College, Southwest Texas State Teacher's College, and Southwest Texas State College and, in 1969, Southwest Texas State University. Finally, in 2003 the name was changed to Texas State University-San Marcos. In a little over 100 years, the University changed from being little more than a High School into a prominent institution with 115 undergraduate, 84 masters and 6 PHD Degree program PROJECT DESCRIPTION AND SCOPE: The University seeks to obtain proposals to repair the Roof of the LBJSC Building. This project will involve multiple types and applications including but not limited to the detailed scope of work. 2.3.1 Respondent shall provide all supervision, labor, material, equipment, insurance, licenses, bonding and suppliesto perform said projectJOC Contractor selected will scan the LBJSC with infrared as a guide to remove all water laden layers of the modified bitumen roof to deck & also remove water on deck if any. Inspections will occur regularly as required / needed. Contractor will torch weld all layers of modified bitumen roofing back together where removed. JOC will prime entire roof before adding a top layer of red roll roofing. Roof will be scanned with infrared again after completion of roofing repairs to ensure there is no more water in modified bitumen roofing layers. Roofing Manufacturer Representative will inspect roof for 20-year warranty when all work is completed. The SOW for the LBJSC Roof Repairs includes: a) Perform pre-installation Infrared Scan of the roof. b) Plug roof drains before water test to check for membrane leaks. Water test all roof drains afterwards to check for any drain line obstructions or leaks. Water source provided by designated University representative. c) Remove and properly dispose of all flashings and sheet metal. d) Properly prepare the existing roof membrane per new Manufacturer's Warranty requirements. e) Apply asphalt primer to the prepared roof surface. f) Torch-apply one (1) layer of Johns Manville DynaWeld Base sheet, or other Vetted Roll Roofing Manufacturer found in the TXST University Campus Construction Standards, in accordance with the Manufacturer's specifications. g) Torch-apply one (1) layer of Johns Manville DynaWeld RED FR Cap sheet, or other Vetted Roll Roofing Manufacturer found in the TXST University Campus Construction Standards, in accordance with the Manufacturer's specifications. h) Install new 24-gauge galvanized metal vent base flashings in place of existing metal vents. i) Install new lead boots at existing sewer vent pipes. j) Fabricate and install new 24-gauge pre-finished (Standard Colors) metal edge and coping cap to match existing profiles. k) Perform final water test of all interior drains. l) Perform post-installation Infrared Scan of the roof. m) Upon Satisfactory completion of the roof, provide the Manufacturer's twenty (20) year Warranty and two (2) year Contractor's Labor and Material Guarantee. n) Provide pedestrian protections o) Provide dumpster and necessary equipment. p) Responsible for clean up and haul off of all trash and construction debris. Any debris generated by this project will be cleaned up daily and hauled away promptly. q) If additional demo needed, JOC will: Replace wet insulation (up to 2" thick) Replace wood nailers (2x6) This proposal should be based on a total roof area of approximately 64,738 square feet. r) No more roofing will be torn off than can be replaced and dried-in daily. The Proposal must be packaged in a separate, sealed package different form the Statement of Qualifications package. Mark both envelopes on their exterior so that they can be identified without opening (who the Offeror is and whether it is the Proposal or the Qualifications).
