Question Deadline 04/03/2023 at 5:00 PM ET Questions concerning this request for qualifications package shall be submitted to Deanna Trebil, MPO Administrator, via email at dtrebil@jacksonvillenc.gov or by phone at (910) 938-5073 Bidding Opportunity Jacksonville Transit is soliciting qualifications from professional service firms for architectural and engineering services related to the project "Jacksonville Station Phase II". These services potentially encompass design development process, including National Environmental Policy Act (NEPA) analyses, through construction administration phases. Knowledge and understanding of the Federal Transit Administration (FTA) Circular 5010.1D, U.S.C 4220.1F, and the Construction Management Guidelines is required. The City will select Firm(s) with which to negotiate contracts using a Qualifications Based Selection process. Selections will be based on demonstrated experience and expertise in the design of a fueling farm, its functionality and familiarity with FTA guidelines. Successful project execution also includes the ability of the Firm to work in partnership with City staff, management, and other Firms and contractors who may be part of the project and the ability of the Firm to respond in a timely manner to any issues that may arise. In May 2022, the City completed the construction of a new 15,000 square foot multi-modal transportation facility located at 1300 N Marine Blvd in Jacksonville, North Carolina. Jacksonville Station serves as the central hub for various modes of transportation in the region, including the City's fixed bus route, Greyhound, Amtrak, taxi service, Uber, Lyft, and connection to bicycle and pedestrian trails. Jacksonville Transit is the municipal transit system that provides local fixed-route bus service within the City of Jacksonville and parts of Onslow County. Jacksonville Transit also has an express bus service between the City of Jacksonville and the adjacent military installations, including Camp Lejeune, Camp Johnson, Camp Geiger, and New River Air Station. Jacksonville Transit is an important component of the City's transportation system allowing thousands of civilians and military service members to access employment, shopping, education, and travel opportunities. The Jacksonville Station Phase II project is a continuation of our efforts of improving the City's public transportation system. Located across the street from Jacksonville Station, the second phase of this project encompasses a fueling farm for Jacksonville Transit. The project will allow Jacksonville Transit buses, to refuel vehicles more efficiently, saving time and miles to our fleet.
