Description | This is a service / maintenance or supply contract in Berry Creek, California. Contact the soliciting agency for additional information. Background: This project was previously synopsized and solicited as Berry Brush Stewardship IRSC (Fire Salvage) - Solicitation #12363N22Q4021. The solicitation was cancelled on 4/26/2022 due to receipt of price quotes that significantly exceeded the funds budgeted for the project. Further, it was determined that the solicitation needed restructured to ensure that the highest priority work would be completed. Description of Work - The Berry Brush Stewardship IRSC Revised shall be awarded under Stewardship Authority authorized by Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014. This law grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. The project aims to restore forest health, treat hazardous fuels along and adjacent to roads within the North Complex Fire of 2020 and reduce the future risk of high severity wildfire. To accomplish these objectives, the contract includes the following requirements: Mechanically remove unmerchantable trees and small diameter hazardous fuels along roadsides to landings to be later burned by FS or chipped/removed from contract area. Deck merchantable logs for possible removal. Improve watershed condition through performance of specified road work. Cut roadside hazardous fuels and leave in place if awarded. Cut and pile hazardous fuels within interior units if awarded. Remove product per Timber Subject to Agreement if awarded. Project Location- T 21N R5E Sections 12-14,22,24,30; T 21N R6E Sections 4-9,18-19,30; T22N R6E Sections 28,32-33, Butte County, CA. Brush Creek, CA is located 25 miles from Oroville, CA via Oro-Quincy Highway (Highway 162). See Vicinity Map and Contract Area Map for details. Two site visits were held in relation to the original solicitation. The site visit notesfor these meetings have been provided as attachments. No further organized site visit is planned at this time. Mandatory Items 1-8 (Road Reconstruction) and Item 9 (Roadside Hazardous Fuel Treatment are required to be completed by 10/31/2023. Optional Items 10-12 if awarded are required to be completed by 10/31/2024. Optional Item 13 is required to be completed by 10/31/2025 if awarded. No product removal is mandatory under this solicitation. Removal of Timber Subject to Agreement shall be priced and quantified under Optional Item 14 only if the contractor elects to quote this item. If awarded, the deadline for product removal would follow the deadline applicable to each respective Item. A taxpayer may, for a fee, seek advice from the Internal Revenue Service (IRS) as to the proper tax treatment of a transaction. This is called a private letter ruling. Also, the IRS may publish a revenue ruling, which is an official interpretation by the IRS of the Internal Revenue Code, related statutes, tax treaties, and regulations. |
