Description

perform home assessments and inspections for the Weatherization Assistance Program in the Baldwin, Escambia, Clarke, Monroe, Conecuh, Marengo, & Wilcox Counties. Qualifying Individuals/Companies will contract with this office for a period not to exceed 12 months. Services will be compensated at a fixed, negotiated price per assessment and per Individuals/Companies must be able to complete a minimum of (3) assessments and (3) inspections per month and be able to complete up to (10) per month if asked or required to do so by CAASA. Individuals/Companies must provide verifiable evidence to CAASA that the Individual/Company is able to perform at this level. Individuals/Companies must provide their own test equipment, tools, transportation and shall plan, schedule, coordinate and ensure effective an efficient completion of all services. In addition, the Individual/Company must also furnish to CAASA a Quality Control Inspection (QCI) Certification from the Building Performance Institute. Inspect attics, walls, crawl-spaces and ducts to locate air penetrations. Inspect attics, walls, crawl-spaces and ducts to determine levels of insulation. Determine appropriate weatherization measures to be applied to each dwelling. Identify health and safety issues associated with each dwelling. Use required test equipment effectively and efficiently. Document and photograph findings. Ensure timely reporting of findings to CAASA. Basic inspection services include, but are not limited to, the following: Verify that contractors' work orders generated by CAASA are completed and meets all program standards including State, Federal, and/or Private. Document and photograph all weatherization measures (before and after) performed on each dwelling per work order. Ensure timely reporting of findings to CAASA In addition, contractors must be able to: Use a blower door and digital manometer. Determine Building Volume, Building Tightness Levels, and blower door Target Rate. Use test equipment to determine CO levels and drafting effectiveness of all gas appliances in each home. Perform post insulation inspections using infra-red to determine insulation quality in dense-packed walls.
