Description

CONSTRUCTION NUMBER: 4488-56302-6263-56302 ENGINEERING NUMBER: 4488-56302-6263-53180 The Scope of Work for this project includes provision of all labor, materials, equipment, and incidentals necessary to perform the Work as provided in the specifications and as shown on the drawings. Improvements to the Reverse Osmosis (RO) system include installation of new variable frequency drive and motorized valve, piping, flow meters, chemical analyzers, antiscalant skid and piping system, new cartridge filter vessel, refurbishing the existing RO panel, and associated electrical and instrumentation improvements. Additional electrical system improvements include replacement of existing motor control center with a new dedicated main circuit breaker as provided in the Contract Documents. Prime Bidder must be fully licensed to do business in the State of Florida, and be currently licensed as a Certified General Contractor. Proof of the required licenses are required to be submitted with the bid proposal. Bidders must have successfully completed, as a Prime Contractor, at least three (3) projects, in the past five (5) years, of similar type, size and dollar value of the project described herein. Electrical Subcontractor must have successfully completed at least three (3) projects, in the past five (5) years, of similar type, size and dollar value of the project described herein. The Bidder or Sub-contractor on a referenced project must have completed or were responsible for the completion of the project activity consisting of the same requirements as stated above. Within the bid submittal, failure to demonstrate, the minimum experience stated above shall cause a Bidder to be deemed non-responsive and removed from further consideration. St. Johns County reserves the right to request additional information regarding qualifications and to use this information for the purpose of awarding a contract. Proof of qualifications shall be provided by completing and submitting Attachment H Contractors Qualifications Form and Attachment C License/Certification List, along with a copy of each license and certificate listed. All licenses, certifications and pre-qualifications must be valid and current on the date bids are submitted. St. Johns County reserves the right to accept or reject any or all bids/proposals, waive minor informalities, or award the bid/proposal which best serves the interests of St. Johns County. St. Johns County is soliciting bids from qualified firms to complete the specified improvements to the Hastings Water Treatment Plant, located at 102 S Dancy Ave, Hastings, Florida 32145. The Scope of Work for this project includes provision of all labor, materials, equipment, and incidentals necessary to perform the Work as provided in the specifications and as shown on the drawings. The work associated with this Contract is located at the Hastings Water Treatment Plant (WTP) located in St. Johns County, FL at 102 S Dancy Ave, Hastings, Florida 32145. The facility is owned and operated by St. Johns County Utility Department (Owner). B. The Hastings WTP is located on a secured Owner site with restricted access. The Contractor shall be responsible for complying with Owner security measures applied at the site Furnish all labor, materials, equipment and incidentals required to construct the Hastings WTP RO System Improvements Project in its entirety as shown on the Contract Drawings and as specified. B. The work includes, but is not limited to, the following: 1. Mobilization/Demobilization, General Requirements, Bonds and Insurance, Project Controls, Testing, and As-Builts. 2. Salvage: The Owner reserves the right to salvage equipment at the facility. The Contractor shall turn over the equipment and/or materials to an onsite storage area with temporary covering or protection from the elements for subsequent removal by the Owner. The Contractor shall coordinate with the Owner to obtain a list of salvageable equipment before starting construction. 3. RO System Improvements: a. Install a new motorized ball valve for the transfer pump. b. Re-route the raw water supply pipe and install a magnetic flow meter and a bypass connection. c. Install new blend water line and magnetic flow meters on the blend water line and the permeate line. d. Install pH and chlorine analyzer for the finished water on High Service Pump discharge line and the analyzer rack in the RO skid room. e. Refurbish the existing RO panel and provide readings including, but not limited to: i. Flow for Feed, Stage 1 permeate, Stage 2 permeate and concentrate. ii. Pressure for Stage 1 feed, Stage 1 permeate, Stage 2 feed, Stage 2 permeate, and concentrate. iii. Conductivity for feed water, Stage 1 permeate, and Stage 2 permeate.
