Description

a. Boarding of Structures 1) Contractor shall board windows and doors per the following specifications: a) Window boarding (1) Remove all broken or shattered glass. Remove any existing covering, including prior boarding. Any parts of the existing window, such as the sash, that need to be removed in order to attach boards shall be left on site (if available, place in a closet) and stored on edge and braced to prevent accidental tipping. (2) All window sashes, frames, hardware, and glass shall be undamaged by the installation of boards. (3) Paint boards facing streets as shown in Diagram 1, all other boards paint white or color to match trim. (4) All windows shall be boarded on the interior of the structure with painted ½” CDX plywood sandwiched between the frame with a minimum of two interior 2”x4” boards and each with two carriage bolt sets. (5) Alternatively, the Asset Manager may require the screwing of the boards to the exterior of the window trim (such as when an interior window cannot be open). (6) All windows facing a street are to be painted as illustrated in Diagram 1, all other windows should be painted solid white or other color matching trim. b) Door Boarding (1) All standard doors shall be boarded with painted 5/8” CDX plywood, and French, patio, or other large doors shall be boarded with painted ¾” CDX plywood. (2) All doors facing a street to be painted as shown in Diagram 1, all other doors painted solid white color or other color matching trim. (3) Each structure shall have at least one entry door boarded using hinges and hasp (entry door(s)), all other doors (non-entry) follow window boarding specifications (at least two 2”x4” boards, two galvanized carriage bolt sets per board, etc.). (4) Entry door hasp shall be a Master Lock hasp 722DPF, double hinged steel body, 7-3/4” length and a Master Lock #3 pad lock keyed to key #0636 shall be installed. c) Hinged entry doors (Diagram 3). (1) Contractor shall install at least one per structure. (2) Remove all broken or shattered glass. Remove any existing covering, including prior boarding. (3) Install minimum three hinges on one side by fastening one side of the hinge into the door jamb and the other side of the hinge on the interior side of sheet. (4) On opposite side, install a Master Lock: Model No. 722DPF, 7-3/4 Long Zinc plated hardened steel double hinge hasp into jamb, cut slot in sheet to feed the hasp through sheet to exterior side allowing a lock to be placed on the exterior side of door (picture D, page 7). (5) Contractor may be required to install blocks or other trim pieces to ensure the sheet can swing freely, close securely, and to minimize pry points on the sides. Install Master Lock: Model No. 3KA 1-9/16” wide laminated steel pin tumbler padlock keyed to #0636 key or other key as directed by the City. d) Garage doors and other large openings. (1) Use ¾” plywood, painted white or other color that matches house trim. (2) When multiple sheets of plywood are used, reinforce seam between sheets with minimum 2x4” boards or additional section of plywood attached behind seem. (3) A nailing frame may be required for garages, made from 2x4”s to secure a large garage opening. As authorized by Asset Manager, Contractor may charge for extra materials to prepare frame. 2) Fastening methods a) Screw boards into casement. (1) Asset Manager will advise when to use this method. It is generally used when the house is slated for demolition, where windows cannot be opened or are in very poor condition. (2) Cut plywood sheets to match opening, allowing for a surface to screw into window frame or casement. (3) Attach sheets with 2” galvanized wood screw. b) Carriage bolt method (Diagram 2). (1) Asset Manager will advise when to use this method. It is generally used when windows are to be preserved. (2) Remove the sash from the window or open both sashes of a double hung window to accommodate the carriage bolts above and below sash. (3) Cut plywood sheets to match window/door opening. Sides of the plywood sheet should be flush with the inside of the casement/trim/masonry opening to minimize pry points. If window has protruding sill, place bottom of plywood on sill. (4) Drill holes to install a minimum of two 3/8” x 12” galvanized carriage bolts per 2”x4” board (two carriage bolts per board). Each window shall have a minimum of two sets of two carriage bolts and boards. (5) Attach bolts with round end to the exterior, fastened with two 3” washers (one between the round end and plywood, other between nut and board). Tighten nut to sandwich the window opening. Boards should be a minimum of 3” wider than window opening on each side (or as space allows). 3) Property address and Land Bank signage. Install a minimum 4” reflective address number sticker and Land Bank signage on front door or other location visible from the street. 4) Charges under this category are based upon the price per 4’x8’ board and include all labor to measure and provide estimate to City, remove old window covering (when applicable), install boards as specified, including all labor, and materials to perform the job. b. Roof Work 1) Tarping a) When tarping, the Contractor shall use a 20’x20’ heavy duty, brown or black colored tarp (min 10-mil). b) Clear area before installing tarp. c) Secure tarp by using wood strips (such as 1”x3”) rolled in the tarp around all edges, and place diagonal strips in center. d) The upper edge of tarp shall extend beyond the top ridge of the roof, ensuring no edge is in the downward drainage path. e) Tarp shall be secured tightly around chimneys and roof vents, cut tarp in X pattern to allow pass through of roof vents and other obstructions, tape tarp with roofing tape. f) Contractor shall provide an estimate based on per hour charge, plus materials. 2) Minor Roof Repair, Gutter/Downspout Repair, Gutter Cleaning, and Similar Services a) Other services to fix water infiltration may be recommended by the Contractor, including minor roof repair (instead of roof tarping), gutter/downspout repair, gutter cleaning, and similar work. b) Identify source of leak/damage and recommend to Asset Manager best repair options. 3) Charges under this category are based upon an hourly rate and includes all labor to measure and provide estimate to City plus materials to perform the job. c. Miscellaneous Services 1) The City has a need for miscellaneous services, including but not limited to, graffiti abatement, water removal from a structure, structure winterization, removal of dead animals, etc. 2) All miscellaneous services shall be done in accordance with applicable codes and regulations. 3) Charges under this category are based upon an hourly rate and includes all labor to measure and provide estimate to City plus materials to perform the job.
