Description | The A/E shall prepare design and construction documents, and provide construction period services to: • Replace the existing outdoor utility substation with a new outdoor substation of adequate capacity to meet the future needs of the PVAMC. The new substation should be constructed adjacent to the existing substation, keeping the existing substation operational until the new substation has been fully commissioned and is supporting the campus loads. • Coordinate the design with the local utility provider National Grid. The design must be compatible with the utility’s anticipated upgrades to the incoming service to the PVAMC campus from Chalkstone Ave. Provide all documentation, drawings, etc. as needed to accommodate the utility company’s easement requirements. • Include a phasing plan to maintain power to the campus during installation and commissioning of the new substation. The phasing plan should include a method to connect the existing substation load bus to the incoming main breaker of the new substation in order to provide temporary power for commissioning, and for phasing in the existing loads. • Perform the necessary site investigations to confirm the configuration of the existing utility and branch feeders. Develop a new site plan showing at a minimum all new equipment (including new utility equipment), underground duct banks, manholes, perimeter security, and landscaping. The design must accommodate the requirements shown in the attached utility one-line diagram and incorporate the utility manhole specifications, also attached. All requirements as stated in the attached National Grid Specification for Electrical Installations must be met. •The new substation must be able to accommodate the existing load configuration plus have two fully functional extra circuit breakers for future needs. Substation functionality should match or exceed existing, including metering, overload protection, and battery system complete with charger. Coordinate with the utility regarding the need for the auto transfer between primary and alternate feeders as this equipment may be supplied by the utility and installed on site. •Coordinate with the local utility to determine what utility equipment will be installed in conjunction with this project, and what, if any, will be installed in the future. For any future equipment, this project shall include the required site preparation such as equipment pads, manholes, conduits, etc. •Include all required documentation to construct approximately 500 feet of underground duct bank for future use. The duct bank should originate at the new substation and terminate in a manhole and include adequate conduits (plus spares) for two future feeders. Coordinate the route and manhole placement with the VA project manager. •Include all required documentation for the decommissioning, removal, and disposal of the existing substation. This project involves civil, electrical, fire/life safety and architectural disciplines. |
