Description | Successful Bidder shall furnish on a fixed hourly basis up to two (2) Bell 206-B Jet Ranger or OH-58 helicopters. Both a primary and a back-up helicopter are required. Both helicopters may be utilized simultaneously at the sole discretion of the County. The helicopter(s) shall be utilized for pesticide application from April 1, 2020 through November 30, 2020 with a one (1) year option from April 1, 2021 through November 30, 2021. Total usage under this contract will not exceed approximately four hundred (400) hours. Bidder shall fully maintain the helicopter(s) to be used for the County as recommended by the manufacturer and as required by the Federal Aviation Administration. The helicopter(s) shall be used for pesticide application for mosquito control as directed by the County Representative. A designee of the County Representative may accompany the vendor on flights, acting as spotter/observer to pin point application targets. Pesticide application records shall be maintained by the Pilot/Successful Bidder in accordance with Department of Environmental Protection and Energy regulations. A record of flight time for each application shall be maintained by the Pilot/Successful Bidder on the County form and on this record. This documentation and all other required records shall be submitted with the appropriate Burlington County voucher prior to payment. Some larviciding operations will be over or adjacent to congested areas (i.e., housing and/or commercial developments) and special permits may be required. The Successful Bidder is responsible for obtaining any and all such permits which must be submitted to the County Representative or his designee prior to flights over or adjacent to congested areas. All items which are necessary in order to provide MOSQUITO AERIAL SPRAYING SERVICES (CPU-19-0054) as required shall be furnished by the Successful Bidder at the bid price whether or not all details are specified herein. Prior to the starting date of this contract (April 1, 2020), a pre-season meeting, for the purpose of reviewing all terms and conditions of the contract, will be scheduled. The Successful Bidder's representative designated as 'supervisor', the primary pilot and back-up pilot(s) SHALL attend this meeting. In addition, the pilot(s) shall be responsible for providing appropriate safety training/briefing prior to the first flight. |
