Description | The City of State Center, Iowa (the "City") is soliciting statements of qualifications ("SOQs") for Construction Manager at Risk (CMaR) services to provide construction services for its project described in this RFQ (the "Project"). The Project will be constructed east of State Center, Iowa on 235th Street. This request invites qualified firms to submit a SOQ for accomplishment of the items of work described below under the Project Description and Scope of Work. SOQs shall be prepared and submitted in accordance with the requirements described in this RFQ The CMaR will be selected using a two-step solicitation process and chosen on "best-value." The CMaR submittals who have demonstrated sufficient qualifications based on the following criteria will be offered the opportunity to submit a request for proposal (RFP) to serve as CMaR on the Fire & EMS Facility. 1. Projects of similar size and scope in either the public or private sector 2. Past Performance 3. Safety Record 4. Proposed Personnel 5. Proposed Methodology Pre-referendum services to begin immediately upon award. Pre-construction assistance services to begin after successful public general obligation bond referendum anticipated for November 2023. The first phase of construction is anticipated to commence during spring of 2024 and tentative substantial completion is December 2024. The City reserves certain rights, including, but not limited to, the following: 1. Cancel the entire Request for Qualifications 2. Reject all proposals 3. Cancel the entire Request for Qualifications process and restart with modified criteria 4. Remedy, minor technical errors in the RFQ process 5. Appoint evaluation committees to review qualifications and proposals 6. Seek assistance of outside technical experts in evaluation 7. Issue subsequent requests for proposals 8. Waive minor informalities and irregularities in the RFQ or subsequent RFP process. Confirmed shortlist. |
