public notice (Published in The Tonkawa News, Tonkawa, Oklahoma, Thursday, Aug. 25 and Sept. 1, 2022) Bid#2022-33 Detention Center Security Electronics Up-Grade JFA Bid Opening Date: Monday, September 19, 2022, 10:00 a.m. Components of the detention centers security electronics (door controls and life safety system) o Replacement/upgrade to the Prisoner emergency communications network. Hardware and components. o Upgrades to the controlling hardware and existing software that controls the entire Security electronics operating system For Kay County Detention Center, 1101 West Dry Road, Newkirk, Oklahoma 74647 Note to Bidders: Bidder must submit bids for both components to provide for a complete working system up-grade. Provide your proposed Standard Inclusions, Exclusions, Terms & Conditions. No substitutions allowed for listed products and equipment. Cornerstone has the software for the existing Door Control Computers and Programmable Logic Controllers for this facility. The Door Control Computers and PLC have been custom engineered and modified specifically for this facility by Cornerstone engineers. Cornerstone possesses the existing program files at this facility. Successful bidder will modify the program and add Harding Intercoms without the need to replace the existing PLC. Successful bidder may or may not have access to existing software. **The security electronics touchscreen system was installed in 2010 by Sierra Detention Systems Denver, CO (currently Cornerstone Detention Products Montgomery, AL) Any questions concerning this bid, please contact Don Jones, Director, Kay County Detention Center at 580-362-3393 All bids must be accompanied by a Business Relationship Affidavit and a Non-Collusion Bidding Certification. Attention of the bidders is particularly called to the requirements of the Performance Bond, Maintenance Bond, and Labor and Material Payment bond, approved workers compensation insurance and liability insurance in the amounts required by state statutes, which must be filed with the Kay County. All applicable city, state and federal requirements must be met by the bid proposal and adhered to if the project is obtained by the bidder. All bids must be submitted in a sealed envelope clearly marked in the lower left corner: "Sealed Bid#2022-33 Detention Center Security Electronics UpGrade, along with the time and date of opening (MONDAY, SEPTEMBER 19, 2022, 10:00 A.M.) The Board of County Commissioners reserves the right to reject any or all bids or parts of bids, wave formalities, and enter into such contract as such be deemed in the best interest of the Taxpayers of Kay County. Title 61109: Any bid received more than ninety-six (96) hours excluding Saturdays, Sundays and holidays before the time set for the opening of bids, or any bid received after the time set for opening of bids, shall not be considered and shall be returned unopened to the bidder submitting same.
