Description | Through issuance of this notice, the Social Security Administration (SSA) seeks to identify the availability and technical capability of all qualified businesses that believe they can provide the supplies and/or services described in this announcement. Where Executive Order 13985, Advancing Racial Equity and Support for Underserved Communities through the Federal Government (Equity EO), in conjunction with the Office of Management and Budget Memorandum M-22-03, Advancing Equity in Federal Procurement, directs federal agencies to ensure that contracting and procurement opportunities be made more readily available to all eligible vendors and to remove barriers faced by underserved individuals and communities, SSA is particularly interested in determining the availability and technical capability of small and traditionally underserved businesses, including small disadvantaged businesses, women-owned small businesses, service-disabled veteran-owned small businesses, and contractors in historically underutilized business zones. We encourage all businesses, including small and traditionally underserved businesses, to respond if they believe they can provide the supplies and/or services described in this announcement. This announcement is not a request for quotations, and the Government is not committed to issue a solicitation or award a contract pursuant to this announcement or based on responses to this announcement. Information received from this market research is only for planning purposes and will assist the Government in its acquisition strategy. As such, the Government will not entertain questions concerning this synopsis, and will not pay any costs incurred in the preparation of information for responding to this market survey or the Government's use of the information. All information submitted will be held in a confidential manner and will only be used for the purpose intended. SSA requires a utility engineering and installation services contractor to complete a design-build for a comprehensive ground water system repairs project at the Frank Hagel Federal Building, located at 1221 Nevin Avenue in Richmond, California. The building is a stand-alone, steel-framed, six-story building consisting of brick-faced concrete fascia panels, approximately 619,000 gross square feet and is located on 10 1/2 acres. The contractor shall: 1. Complete a design-build for building ground water recovery comprehensive repair project. 2. Perform an engineering analysis and design for failing sewer lines on the property. a. Includes the sanitary and storm sewer systems. b. Contractor shall use Building Information Modeling (BIM). 3. Conduct a comprehensive repair and/or replacement of two (2) water storage tanks on the northeast corner of the basement. 4. Design shall include controls and system integration. 5. Reconfigure Mechanical Room Piping to provide for redundancy. 6. Integrate project with the existing Building Automation System (BAS) /Building Management System (BMS) Controls and Monitoring. 7. The work is currently estimated to include the repair and/or replacement of the following: a. Two (2) 10,000 gallon water tanks that fit within existing footprint of 15 foot diameter by 8 foot high; 1. One tank shall be configured to serve landscaping; 2. One tank shall be configured to serve the cooling tower and restroom toilet/urinal feed. b. Filtration System; c. Chemical treatment system; 1. Includes tank conditioning. d. Two (2) duplex ground water pumping stations; e. Piping. The North American Industry Classification System (NAICS) code is 238990, All Other Specialty Trade Contractors, and the size standard is $16.5 million. Interested firms with the capability of providing the requirement shall submit capability statements that demonstrate their expertise in the above-described areas in sufficient detail, including any other specific and relevant information, so the Government can determine the firm's experience and capability to provide the requirements. Failure to demonstrate the capability of providing the requirement in response to this market survey may affect the Government's review of the industry's ability to perform or provide these requirements. In addition to capability statements, firms must include this information in their responses: 1) organization name, address, email address of a point of contact who can verify the demonstrated capabilities, website address, and telephone number; 2) type of ownership/or company structure and socioeconomic status [i.e. small business, small disadvantaged business, 8(a), etc.]; 3) if they offer this service on a GSA Federal Supply Schedule contract, and if so, the GSA contract number and applicable special item number (SIN); and 4) state whether or not they are registered in System for Award Management (SAM). |
