RFPQ Utility Infrastructure

Proposals and Statements of Qualifications to develop and install utility infrastructure under a public-private agreement to support a new economic development project (the "Project") to be located in the City. The purpose of this Request for Proposals/Qualifications (the "RFPQ") is to identify qualified developers/contractors capable of installing utility and related infrastructure, the scope of which is not completed at this time but is anticipated to be approximately $2.8 million of total project costs. II. PROJECT SCOPE: The City is owner of real estate identified as parcel number 10-18-09-500-011.000-004 and is currently negotiating an economic development agreement for an employer to relocate its headquarters to the parcel. As part of its negotiated responsibilities, the City will likely need to provide utility, road, or other necessary infrastructure to support the Project and is hereby requesting proposers to submit a statement of qualifications to assist the City in finalizing the scope of the improvements and provide all services required to construct and install the final agreed upon scope. The selected proposer will provide all financing services, development services, design services, site work, labor and material to design and construct the Project. The final Project scope will be determined through a scoping period with the selected proposer, during which the selected proposer will be required to provide financing terms, analysis to create a final scope, site analysis, and a guaranteed budget. The scoping period will likely be a very intense exercise with the goal of achieving a construction groundbreaking in Fall, 2021.
