Description

As of 3/10/23 - The Seneca Job is being re-bid at a later date. 1. The contractor shall provide the labor, tools, equipment, and materials necessary to provide video taping in accordance with the drawings and as specified herein. 2. Construction in any area shall not start until the area has been taped and the tapes submitted. 3. Visual Inspection: Prior to taping, all areas to be taped shall be investigated visually with notation made of features not readily visible by taping methods. This would include, but not be limited to, culverts (size, type, and condition) and manholes that may be partially buried. Record all measurements made during the inspection. 4. Approvals: All taping shall be conducted in the presence of the Engineer unless waived in writing by the Engineer. At the start of taping, the Contractor shall submit a sample tape of a portion of this project for the Engineer to review. The sample tape shall be approved before any other taping is allowed. Based on information included in emails and telephone conversations with MWCD, S&ME understands that improvements are planned both north and south of Park Road off of SR 574. The MWCD is planning for new trailer parking in area P-2, a new boat ramp and docks in area P-9, and new campgrounds in areas P-13 and P-21. Improvements are generally anticipated to include new sewers, pump stations, storm drainage, restroom/shower house buildings, and pavements/roads. The northernmost portion of the project area P-2 for trailer parking including Borings B-1, B-1A, and B-2 is generally heavily wooded with the exception of the existing building. The central portion of the project area P-9 (boat ramp/dock Borings P-1, P-2, and P-3) and P-13 (campground Borings B-3 through B-14) is generally existing mowed parkland with mature trees, drives, and a few existing buildings. Heavily wooded areas are also present around the perimeter of this section. The southern portion of the project area P-21 for a new campground includes Borings B-15 through B-21 and recently had trees cut. Significant elevation changes are present in all of the areas investigated. Significant site grading is anticipated to be required for the proposed improvements including cuts of approximately 16 feet and fills of approximately 11 feet in the vicinity of the widely spaced borings. 1. To enable orderly review of progress during construction and to provide for systematic discussion of problems, the Owner will conduct Contract meetings throughout the construction period. 2. In general, Contract meetings will be held monthly, or as deemed necessary, at the job site with the agenda to be determined. 3. The purpose of the Contract meetings is analysis of problems that might arise between the Owner and the Contractor relative to execution of the Work. This work consists of furnishing, installing, and maintaining temporary sediment and erosion control Best Management Practices (BMP) for earth-disturbing activity areas. Furnish and install temporary sediment and erosion control best management practices in compliance with all NPDES and surface water permits. A Stormwater Pollution Prevention Plan (SWPPP) will be provided to the contractor for compliance with the Ohio EPA Construction General Permit OHC000005. A. Work Included: Water line, thrust restraint,service connections, hydrants, valves, fittings and appurtenances as specified herein or/and as indicated on the drawings. A. Transport and handle materials in accordance with the manufacturer's recommendations and requirements of Contract Documents. Make all arrangements for transportation, delivery, and handling of equipment and materials required for prosecution and completion of the Work. B. Shipments of materials to Contractor shall be delivered to the site only during regular working hours. Shipments shall be addressed and consigned to the proper party giving name of Contract, street number, and city. Shipments shall not be delivered to Owner or Owner's Representative, except as otherwise directed. A. Store and protect materials in accordance with the manufacturer's recommendations and requirements of specifications. B. Contractor shall make all arrangements and provisions necessary for the storage of materials and equipment. All excavated materials, construction equipment, and materials and equipment to be incorporated into the Work shall be placed so as not to injure any part of the Work or existing facilities and that free access can be had at all times to all parts of the Work and to all utility service company installations in the vicinity of the Work. Materials and equipment shall be kept neatly and compactly stored in locations that will cause a minimum of inconvenience to other contractors, public travel, adjoining owners, tenants, and occupants. Arrange storage in a manner to provide easy access for inspection. C. Areas available on the construction site for storage of material and equipment shall be as shown on the Drawings or otherwise approved by the Project Manager. D. Materials and equipment which are to become the property of the Owner shall be stored to facilitate their inspection and insure preservation of the quality and fitness of the Work, including proper protection against damage by freezing and moisture. They shall be placed in inside storage areas unless otherwise acceptable to the Owner. E. Lawns, grass plots or other private property shall not be used for storage purposes without written permission of the Owner or Owner's Representative in possession or control of such premises. F. Contractor shall be fully responsible for loss or damage to stored materials and equipment, and restore all storage areas to original condition at no cost to Owner. G. Do not open manufacturer's containers until the time of installation unless recommended by the manufacturer or otherwise specified. H. Do not store products in the structures being constructed unless approved in writing by the Project Manager. A. Work Included: Throughout the construction period, maintain all areas of new and existing buildings and site constructed or affected by the Work of the Contract in a standard of cleanliness as described in this Section. B. Related Work described elsewhere: In addition to Standards described in this Section, comply with all requirements for cleaning up as described in various other Sections of these Specifications. A. Unless otherwise specified, the Electrical Contractor shall mount and align all starters, safety switches, variable frequency drives, and other related electrical equipment whether specified in this or other sections of this specification, except where such items are factory mounted on the driven equipment. The mounting and alignment of motors, starters, control equipment, etc., for elevators, dumbwaiters, and for equipment for which the feeders are terminated in safety switches as hereinafter specified, are included in the sections of this specification in which the motors, etc., are specified. B. The Electrical Contractor shall furnish and install power wiring to motor starters and from motor starters to motors. In general, temperature control wiring and other specialized control wiring is not included in this Division. Provide control wiring under this division only where specifically indicated on the drawings. A. Panelboards described in this Section shall be dead-front, safety type furnished with bolton thermal-magnetic molded case circuit breakers for lighting, receptacle and branch circuit applications. Circuit breakers shall have frame and trip ratings as scheduled on the Drawings. A. Work Included: pressure reducing valves and appurtenances located in utility buildings or vaults as specified herein. Bidders shall obtain bidding documents from AA Blueprint to ensure that they receive all addenda and communications. MWCD reserves the right to reject the proposal of any bidder not registered with AA Blueprint as a plan holder of official Bidding Documents. State of Ohio Prevailing Wage Rates for Guernsey & Noble Counties will be applicable to this project. Current prevailing wage rates are available at the Department of Commerce, Division of Industrial Compliance website (see link below). Registration is required to look up current wage rates by county. The MWCD reserves the right to reject any and all bids, or to increase, to decrease, or omit any item or items and/ or to award to the lowest and most responsible, responsive bidder. The MWCD also reserves the right to waive any informalities or irregularities in the Bid received.
