Description

NTRODUCTION The City of Walla Walla Engineering Division is requesting qualifications for design engineering services as part of the Poplar Street IRRP - 5 th to 14 th Project. The City's intent is to have a consultant perform full design of the project and have it ready to bid by the end of 2025 (construction in 2026). The project has limits that extend 0.60 miles from 5 th Avenue to 14 th Avenue. BACKGROUND Poplar Street is a Minor Arterial which sees traffic volumes approaching 10,000 ADT. The road is mostly 4-lane with curb, gutter, and sidewalk. The road width and lane configurations vary throughout the project. Poplar Street is part of one of the major east-west corridors for the city and this segment passes through a mix of commercial and residential zones. Currently, the City's Infrastructure Repair and Replacement Plan (IRRP) fund is the primary local funding source for design. The City has obtained a Washington State Department of Ecology, Stormwater Financial Assistance Program Design Grant, and is seeking assistance to apply for other state and federal grants, possibly including: - TIB Urban Arterial Program - Washington State Department of Ecology - (Construction) Stormwater Financial Assistance Program - WSDOT - Pedestrian & Bicycle Program - WSDOT - City Safety Program - USDOT - Safe Streets for All (SS4A) - WSDOT - Surface Transportation Block Grant For further project information or questions, please contact Monte Puymon by email only at mpuymon@wallawallawa.gov. PROJECT DESCRIPTION AND CONSULTANT SERVICES The proposed project will replace water main/services, rehabilitate and/or replace sewer main/services, modify stormwater collection facilities with the goal of infiltration, rehabilitate the roadway, either update the traffic signal at 9 th /Poplar or replace with a roundabout, implement ADA improvements and address sidewalk trip/fall hazards at a minimum, upgrade street lighting, add bulb-outs, improve existing RRFB locations including the addition of one pedestrian island, implement the Council approved lane configuration - striping and signage, arborist tree evaluation for removal/replacement and trimming, and restore impacted irrigation and landscaping. In the absence of federal funding, there is NO DBE GOAL for this contract, though the possibility of federal funding later in the design process may add this requirement. The selected consultant will also support a stand-alone project to install valves and reservice existing fire suppression systems for connection to the primary project's new water main.
