Description

Project Overview Confluence Consulting, Inc (Confluence) will be accepting bid proposals on behalf of the Big Hole Watershed Committee for the construction and restoration of Smith Springs near the town of Wisdom, Montana. The purpose of this project is to mitigate and arrest active head cutting, restore floodplain connectivity, and re-wet adjacent meadows. Project components include the following: o Implementing a water control plan and bypass channel for 2 phases o Re-grading 630 linear feet of eroding banks o Channel re-alignment and floodplain grading o Installing 20 wood floodplain roughness features o Installing 11 buried log step features o Installing 9 buried wood jams o Installing 8 clay plugs o Filling and re-grading the head-cut area The work will be completed in 2 phases and is described in detail in the project plans and drawings prepared by Confluence dated July 7th, 2022 [Attachment A]. The plans include quantities and specifications as needed to solicit comparable bids. Where the drawings and specifications vary from this Bid Invitation, the drawings and specifications shall take precedence. This Awarded Bidder will need to construct the project between August 1st, 2023, and December 31st, 2023 This invitation to bid is in accordance with The State of Montana "General Bid and Proposal Provisions" section 2.5 for State Procurement. Questions & Answers: All questions following the virtual tour must be submitted in writing by 1700 MST on February 1st, 2023 to Kgandrud @confluenceinc.com. Questions and answers will be publicly posted by 1700 on February 8th, 2023 via the website. All submitted proposals shall be no longer than 10 single-sided pages and shall include the following: 1. The company legal name, address, contact person, and telephone number 2. The key personnel conducting the project, their experience, and biography 3. A description of at least 3 previously completed projects that demonstrate the company's experiences performing similar restoration projects in wetland environments 4. A description of the bidder's work plan that conforms to the constraints as outlined in the "General Construction Sequence" on sheet 2 of the project plans [Attachment A] In addition, the following Required Proposal Attachments must be included in the submittal and shall not exceed 30 single-sided pages: o A 1-page resume for the key project personnel o A list of applicable equipment to be used for the project [indicate if owned] o A standard 2023 Company Rate sheet for Equipment and Personnel o A list of at least 3 references with contact information o A submitted copy of the unit price schedule [Attachment B] o A submitted copy of the anticipated construction schedule [Attachment C] o A list of anticipated subcontractors [Attachment D] o An acknowledgement signature [Attachment E] o A copy of the following insurance documents a. Liability Insurance b. Automobile Liability c. Bodily Injury and Property d. Professional Liability e. Worker's Compensation Insurance Proposal Selection Criteria: Submitted proposals will be reviewed by a panel according to the following criteria: Criteria Available Score Company experience and qualifications with similar projects 25 Cost 35 Anticipated project schedule/ work plan 15 References 15 Completeness of the proposal 10 Total 100 An award will be issued to the bidder with the highest score no later than March 17, 2023. Points for Cost will be awarded according to this formula: 35 x (Low Bid / Firm's Bid). A notice of award will be sent in writing to each responsive bidder indicating the winning firm. Results of the bid selection will be publicly posted via the website. In the event of a tie-bid, a selection will be made in accordance with Montana procurement laws. Special Conditions for Prospective Bidders: 1. Procurement of Wood Logs: Do not include the cost for securing, purchasing, or hauling wood logs for this project. The Big Hole Watershed Committee has already secured, paid for, and will mobilize the required wood logs for the project to the Project Site. Only include the cost for on-site transport and placement. See the attached log staging area map [Attachment F] for the on-site stockpile location. This cost will apply to Bid Schedule Item No. #13-15. 2. Permitting: The BHWC has already obtained and has clearances for the following permits as required for this project. The awarded bidder will be responsible for adherence to the requirements as set forth in the approved permits. The following permits have been approved: o SPA 124 o 318 Authorization o NEPA clearance o Section 7 o NWP 27 o SHPO Compliance 3. SWPPP & Dewatering Plan Development and Administration: Include the costs of developing and administering a SWPPP and [if applicable] a dewatering permit with the Department of Environmental Quality for this project. Include all associated costs in the Bid Schedule Item No. #2-5 4. Liquidated Damages: The BHWC reserves the right to assess and implement liquidated damages [LD's] for a maximum of $2,000 / working day that the project work remains uncompleted as outlined in the contractor supplied project schedule in [Attachment C].
