Description

The City of Ontario is seeking proposals from qualified consulting engineers to provide Engineering Services for Structural Plan Checking for a five (5) year contract. The purpose of this contract is to have qualified firms provide comprehensive services on an on-call/as-needed basis. Bidder must attach PDF of completed Non-Collusion Declaration form as a "General Attachment." The bidder shall submit an electronic copy of their technical proposal as a PDF in the "General Attachment" field in the "Attachments" tab, an electronic copy of their fee proposal as a PDF in the "Cost File" field of the "Attachments" tab. (***The Cost File is MANDATORY and the Bid Management System will not accept your submission unless a "Cost File" attachment is uploaded.***) One (1) Executed Original and Three (3) Copies of the Technical Proposal and One (1) Copy of the Fee Proposal must also be submitted by the electronic submission deadline. The hard copies must be submitted to the Records Management department, 303 E. "B" Street, Ontario, CA 91764. The bidder is solely responsible for "on time" submission of their electronic proposal. The City will only consider proposals that have been transmitted successfully and have been issued an ebid confirmation number with a time stamp from the Bid Management System indicating that bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidder shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidder to successfully submit an electronic bid shall be at the bidder's sole risk and no relief will be given for late and/or improperly submitted proposals. Bidders experiencing any technical difficulties with the bid submission process may contact website at (818) 992-1771. Questions of an operational nature may be directed to the City's Purchasing office at (909) 395-2012. Neither the City, nor website, makes any guarantee as to the timely availability of assistance, or assurance that any given problem will be resolved by the bid submission deadline. It is the bidder's responsibility to become familiar with the contract documents in their entirety. All forms in the bid booklet must be properly completed to be deemed responsive. The City reserves the right to order more, less, or no items at the "per unit cost" stated in the bid proposal. The City reserves the right to award its total requirements to one bidder, or to apportion those requirements among several Bidders as the City may deem to be in its best interests. Award of contract will be made by City Council. Bidders must submit all questions pertaining to this bid through the City's Online Bid Management System, by selecting the "Q&A" tab. Questions sent directly to City Staff will not be addressed and you will be directed to submit your question(s) online. Although price is a factor in selection of supplier(s), award may not be made strictly on the basis of low bid. The City reserves the right to waive any immaterial irregularity in any bid if it is determined to be in the best interest of the City to do so. This solicitation is a Request for Proposal (RFP), typically subject to negotiation, and as such award is based on multiple criteria of which price is only one element in the City's best value determination.
