Description | All queries related to the Project shall be submitted electronically to the City Engineer at cityengineer@lcf.ca.gov no later than Tuesday, January 10, 2023. For Soundwall Construction on I-210 Freeway, Phase II The work to be done consists of furnishing all labor, materials, equipment, tools, and incidentals, as required by the Plans (Drawing Number 1152 Sheets 1 through 36), Specifications, and Contract Documents, for the construction of one soundwall S307. The work includes approximately 1,180 linear feet of block soundwall on CIDH piles. Additional work items are, but not limited to electrical, barrier rail and fence removal, traffic control within City right of way as required to complete the work, landscaping and irrigation; and clean up and leave in an operable and acceptable condition all work and other items not mentioned that are required by the Plans and Specifications. LICENSING REQUIREMENTS. All bidders shall be licensed in accordance with provisions of the Business and Professions Code and shall possess a State Contractors license, Class A, at the time of bid submittal. The successful Contractor and his subcontractors will be required to possess business licenses from the City. The envelope shall be marked in the upper left-hand corner with the name and address of the bidder and the Project name SOUNDWALL CONSTRUCTION ON I-210 FREEWAY, PHASE II - CONTRACT 22/23-6 Upon execution of the Contract, a written Notice to Proceed will be issued and work shall commence within fifteen (15) calendar day after the date set forth in the Notice of Proceed. All work shall be completed in its entirety within one hundred twenty (120) working days from said date. All queries related to the Project shall be submitted electronically to the City Engineer at cityengineer@lcf.ca.gov no later than Tuesday, January 10, 2023. The last day to issue any addendum is Thursday, January 12, 2023. All Addenda, if any, will be only posted on the City website. It shall be the Bidders responsibility to check the City website for any addenda. Any questions regarding the Project shall be directed to the Public Works Department at (818) 790-8882. Each bid shall be made on the proposal form furnished by the City and shall be in accordance with the Plans, Specifications, and Contract Documents and shall be accompanied by a certified check, cashiers check, or bidders bond, payable to the City in a sum not less than ten percent (10%) of the amount of the bid, as a guarantee that the bidder will enter into the contract for the work, the full amount of such guarantee to be forfeited to the City should said bidder fail to enter into said Contract. The successful bidder will be required to furnish a Faithful Performance Bond in the amount of not less than one hundred percent (100%) of the contract price, and a Labor and Material Bond in an amount of not less than one hundred percent (100%) of the contract price, said bonds to be underwritten by sureties qualified to do business in the State of California, carrying a rating of A+ or better, in the current edition of Bests Insurance Guide. PREVAILING WAGES. Any contract entered into pursuant to this notice will incorporate the provisions of the State Labor Code. Pursuant to the provisions of the California Labor Code Section 1773.2, the minimum prevailing rate of per diem wages for each craft, classification, or type of worker needed to execute the Contract shall be those determined by the Director of Industrial Relations of the State of California, which are on file in the Public Works Department at City Hall and are available to any interested party on request. LIQUIDATED DAMAGES. In the event the contractor did not complete the work within the above specified time, liquidated damages in the amount of One Thousand Five Hundred Dollars ($1,500.00) per working day, as specified in the Special Conditions, shall be paid by the contractor to the City for each working day in excess of the specified time. PAYMENT RETENTION. A 5 percent retention will be applied in this Contract. The Contractor may elect to receive 100 percent of the payments due under the contract without retention of any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 4590 of the Government Code. Said securities if deposited by the Contractor shall be valued by the City whose decision shall be final. The City reserves the right to reject any or all bids, to waive any informality in a bid, and to make awards in the interest of the City. No bidder may withdraw his bid for a period of thirty (30) days after the bid opening. |
