General Project Activities Include: Biosolids Removal, Hauling & Disposal Existing Control Structure, Piping, Wet-well and Miscellaneous Irrigation System Demolition Facultative Lagoon Reconstruction Including Earthwork and Geomembrane Liners Replacement and New Fencing, Gates & Signage New Interpond Piping, Concrete Supports, Valves and Control Structures Lagoon System Effluent Irrigation Intake Screen, Pump, Miscellaneous Plumbing, Irrigation & Storage Building, Valves and Piping, Riser Connections and Wheel Line Assembly Lagoon System Electrical and Controls Two New 3-phase Power Services Ditch System Irrigation Intake Structure, Pump, Valves, Piping and Riser Connections Ditch System Electrical and Controls Existing Lift Station Improvements Existing Forcemain Pigging Stations & Pigging New Gravel Surface Roadways and Access Road Improvements . Contractor Is Not Required to Be Registered Prior to Bidding, However, Must Secure Registration Prior to Contract Execution. All Labor Classifications Employed by the Contractor or Subcontractors in Performance of the Project Shall Be Compensated in Accordance With the Federal Labor Standard Provisions (Davis Bacon) or Montana Prevailing Wage Requirements, Whichever Is Greater. The Contractor Must Ensure That Employees and Applicants for Employment Are Not Discriminated Against Because of Their Race, Color, Religion, Sex or Nation Origin. Each Bid or Proposal Must Be Accompanied by a Certified Check, Cashier's Check, or Bid Bond Payable to Simms County Sewer District, in an Amount Not Less Than Ten Percent (10%) of the Total Amount of the Bid. Successful Bidders Shall Furnish an Approved Performance Bond and Labor and Materials Payment Bond, Each Valued at Onehundred Percent (100%) of the Contract Amount. Insurance, as Required, Shall Be Secured and Maintained by the Successful Bidder(S) and a Certificate(S) of the Insurance Shall Be Provided. This Project Is Funded in Part or in Whole With Grants and Loans From the Following Programs: Renewable Resource Grant and Loan Program (Rrgl) Treasure State Endowment Program (Tsep) United States Department of Agriculture Rural Development (Usda/rd) Community Development Block Grant Program (Cdbg) American Rescue Plan Act (Arpa) Award of the Project Will Be Contingent Upon Receiving Funding From Each Program, and Usda/rd Agency Concurrence of Both the Bid and Contract Before the Contract Is Effective. Bids May Only Be Withdrawn as Provided in Article 17 of the Instruction to Bidders After the Scheduled Time for the Public Opening of Bids. The Right Is Reserved to Reject Any or All Proposals Received, to Waive Informalities, to Postpone the Award of the Contract for a Period Not to Exceed Sixty (60) Days, and to Accept the Lowest Responsive and Responsible Bid That Is in the Best Interest of the Owner. The Contractor Is Required to Be an Equal Opportunity Employer.
