Description | Contract Award Date: Jun 28, 2023 Contract Award Number: N4008523D0051 Task/Delivery Order Number: Contractor Awarded Unique Entity ID: JPW4EU91FDV3 Contractor Awarded Name: MAINE TRACK MAINTENANCE INC Contractor Awarded Address: Benton, ME 04901 USA Base and All Options Value (Total Contract Value): $5,008,906.00 Provide all labor, management, supervision, tools, material and equipment and other items necessary to perform to perform Maintenance and Repair of Railroad Trackage at Portsmouth Naval Shipyard, Kittery, Maine The anticipated contract will be for a base period with four (4) one-year option periods, which cumulatively, will not exceed 60 months. Site Visit: The site will be available for visitation as follows: Due to COVID 19, please limit your personnel who will be attending the site visit to those pertinent to the bidding process, preferably one or two representatives only. All individuals in attendance may be required to wear a mask (no neck gators), be in good health with temperatures checked and below 100 degrees before arrival. Instructions: To Be Determined Site Visit Registration Requirements: **To ensure attendance for the site visit, (J-0200000-15) a Secnav 5512 form must be completed by each individual and the site visit information sheet (excel document) must be completed by each company and emailed to Quin Conerly-Anderson, quin.s.conerly-anderson.civ@navy.mil and Thomas Lanoue, thomas.j.lanoue.civ@health.mil no later than March 7, 2023. Attendees must be US Citizens and must present a valid photo ID. The Government Representative for the site visit will be Mr. Thomas Lanoue, thomas.j.lanoue.civ@health.mil, office phone 757-953-5670 or cell 757-383-5534 if there are any questions pertaining to the site visit. No questions will be answered at the site visit. B.2 Type of Contract: This is a Facilities Support, Indefinite Delivery/Indefinite Quantity Contract with Recurring and Non-Recurring Services as noted in Section L, Instructions, Conditions, and Notices to Offeror. B.3 Minimum Guarantee: The Recurring Price portion of the base year only is the minimum guarantee for this contract. B.4 Set-Aside: 100% Small Business Set-Aside Competitive Procurement. Refer to Section I, FAR Clause 52.219-6, Notice of Total Small Business Set-Aside. B.5 NAICS Code: The NAICS Code assigned to this procurement is 237990 with a small business size standard of $39,500,000.00. B.6 Wage Determination (Service)/Wage Decision (Construction): Labor Standards (formerly Service Contract Act (SCA), and Construction Wage Rate (formerly Davis-Bacon Act (DBA) wages are included in this solicitation. Refer to Section J, Attachments. WAGE RATE REQUIREMENTS IN FACILITY CONTRACTS INCLUDING Construction (General Decision Number: ME20230049 01/06/2023) shall be used for construction wage rates and fringe for services not covered in the current CBA. This contract contains only one Wage Rate Requirement Construction General Decision which shall be in effect for the life of the contract. The contractor may include in the offered price for the option years any increase needed for wages or benefits for construction work under the contract. The contractor warrants that the prices in the option years of this contract do not include any allowance for any contingency to cover increased cost for which adjustment is provided under FAR clause 52.217- 43, Fair Labor Standards Act and Service Contract Act - Price Adjustment. Offerors are required to segregate Wage Rate Requirement Construction (Davis-Bacon) hours and wages and SCA hours and wages in the payroll records. B.7 Bid Guarantee/Bonding Requirements: NOT REQUIRED for this procurement. B.8 Contract Term: This contract contains provisions for a Base Period with four (4) Option Periods, not to exceed a total of sixty (60) months.
