Description

The owner has selected a Design Builder. A timeline for construction has not yet been established. The owner has determined a prequalified list of design build companies. The new proposed Bayonne Vocational High School will be a ground up two story 36,000 square foot high school building for Cosmetology, Plumbing, Electrical, Welding, and Carpentry Trades. The building will be type IIB construction with masonry veneer exterior walls. The site location for the new high school (the Site) is the center of Bayonne High School campus, where the existing tennis courts are located at 669 Avenue A in Bayonne. The Project will be awarded and constructed in accordance with the Design-Build Construction Services Procurement Act under the Local Public Contracts Law, N.J.S.A. 40A:11-53 et seq. and its implementing regulations, N.J.A.C. 5:34-10 et seq. (the Design-Build Process or Process). This is a process in which consideration is given to both a price proposal and a technical proposal, and the award of the design-build contract is based upon a combination of price and qualitative considerations, such that the successful Respondent is the one whose price bid and technical proposals together are the most advantageous to the HCIA, unit price and other factors considered. The HCIA has made a determination that when compared to the design-bid-build process, design-build project delivery in this case will facilitate a shorter overall design and construction process including, but not limited to, reducing the likelihood of work stoppages and change orders that would increase the Project costs. Also, this Project is estimated to have an estimated cost between $19 million and $22 million. Therefore, the Project qualifies for use of the Design-Build Process. *The value for this project is based on a financial range.
