Description

The project consists of roadway rehabilitation and reconstruction. The roadway will be widened along with the addition of stone shoulders. Storm water drainage, pavement markings and realignment of the roadway will also be required as outlined in the contract documents. The work is located within the Town of Winfield in Lake County, Indiana. A certified or cashiers check payable to the Town of Winfield or a bid bond in an amount equal to five (5) percent of the bid amount must accompany each bid. All checks from unsuccessful bidders will be returned to them by the Town upon selection of the successful bidder. The successful Bidder will be required to provide both a Performance and Payment Bond each portion in the amount of one hundred (100) percent of the Contract amount. Proposals shall be properly and completely executed on the Bid Form provided in the Project Documents and must be accompanied by an executed Indiana State Board of Accounts Form 96, confirmation that copies of Addenda were received (if issued), and satisfactory bid security. Bidders must be experienced in the construction of the type of facilities to be built under the Contract(s) for which a bid is submitted. Asphalt materials shall be supplied by an INDOT certified plant. Pursuant to Indiana Code 22-5-1.7-11, the Contractor entering into a contract with the Town of Winfield is required to enroll in and verify the work eligibility status of all of its newly hired employees through the E-Verify program. Pursuant to Indiana Code 5-22-16.5 the Town of Winfield may not contract with a person who is engaged in investment activities in Iran. In determining the lowest responsible bidder, the Owner will consider the Total Base Bid and/or any combinations of the total base bid and/or alternate bids made for the Contract. The Owner may also consider all other relevant facts mentioned in the Project Documents or which the Owner may legally consider. The Town reserves the right to reject any and all bids or to waive any informalities in the bidding, should the Town deem it to be in the public interest to do so. Authorized and published by the authority of the Town of Winfield, Indiana acting by and through its Town Council.
