Description

NAVAL SURFACE WARFARE CENTER CORONA DIVISION (Corona Division) Marine Corps Base Camp Pendleton Observation Towers at Range MFA7 and Range 800 Synopsis / Pre-solicitation Scope This advance notice is in response to the sources sought notice issued on 08 December 2022. As a result, of this sources sought notice, the anticipated contract will be a competitive 8(a) Set-Aside and limited to 8(a) eligible participants. In accordance with FAR 36.213-2 (1) The magnitude of the requirement is to construct two (2) observation towers, one each, at two (2) separate ranges, Range MFA7 and Range 800, Estimated Price Range: Between $1,000,000 and $5,000,000; (2) Location is Marine Corps Base Camp Pendleton (nearest city Oceanside), California, at ranges identified as Range MFA7 and Range 800; (3) See milestones below; (4) Plans will be available for inspection without charge and will be attached to the released solicitation; (5) Invitation for bid will be due or about the milestone timeline shown below; (6) Limited to Competitive 8(a) Set-Aside; (7) No amounts will be charged for solicitation documents; and (8) Be publicized through the Governmentwide point of entry in accordance with 5.204 via SAM.gov. An organized and scheduled site visit is expected to occur prior to the closing of the solicitation. Offerors should anticipate submitting proposals after the scheduled site visit. In accordance with FAR 5.205(f) - (1) This acquisition is being offered for competition limited to eligible 8(a) participants; (2) North American Industry Classification System (NAICS) Code 236220; (3) Be advised that eligibility to participate may be restricted to 8(a) participants in either the developmental stage or the development and transitional stages; and (4) Interested 8(a) participants do not have to request a copy of the solicitation since the solicitation will be issued on or about the milestones listed below via Sam.gov via solicitation number/ID N6426723R0024. Contract Type The contemplated contract is a Construction Firm-Fixed-Price (FFP) and will be awarded on a Lowest Price Technically Acceptable (LTPA) basis. It is anticipated that the resulting contract will have a period of performance that shall not exceed 180 calendar days from the Notice to Proceed (NTP). Milestones Corona Division anticipates procurement milestones to occur on or around the following timeline: Solicitation released: March 2023 Proposal due: April 2023 Contract award: August 2023 The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
