Description

Description / Background NSWCCD's Fabrication and Technical Support Division (Code 62) is in need of an outdoor fence enclosure to store project materials to support Integration of SSN(X) design and capabilities. Fence and installation requirements are outlined below. Unless otherwise stated, the Contractor shall provide all equipment and supplies necessary to complete the fence installation. The contractor shall provide a bid that includes the cost of all fence components and installation services. Any deviations from the required services noted below must be notated clearly in the bid. The Contractor shall comply with all OSHA safety requirements and UL regulations. Unless otherwise specified, COVID-19 protocols currently in place for NSWCCD will continue to apply throughout this procurement action. 2.0 Objective The Contractor shall install a security fence enclosure. The minimum requirements/specifications are as follows: One (1) 40' x 125' enclosure with a one (1) 25' aluminum sliding gate (see Attachment 1) Fencing material will be made of galvanized 2" x 9 gauge chain link Fence will be at least 8' tall Fencing will be installed on galvanized fence posts at least 2.5" in diameter. Fence posts will be set in concrete footers of at least 36" Fencing will be installed with top railing at least 1-5/8" in diameter and bottom tension wire There is a possibility of encountering rock when installing the fence posts with concrete footers. As a result, the Contractor should plan for this possibility and include any additional/related costs in the bid. The Contractor shall provide all equipment necessary to complete this project as specified in this requirements document. Utilities (i.e., power and water) will not be available at the onsite work location. Therefore, the Contractor will be responsible for providing a power source to operate their equipment and water if necessary. The Contractor shall provide a bid that includes the costs of all of the equipment requirements and responsibilities detailed above. Any deviations from these requirements/responsibilities must be highlighted in the bid. In order to prepare the bid, the Contractor may contact the Government Technical Point of Contact (from this point forward, referred to as the TPOC) to schedule a site visit. The TPOC contact info is listed below. Once the installation has been completed, NSWCCD personnel will inspect the enclosure to insure all specs have been met. Any discrepancies noted must be corrected prior to final acceptance. Unless otherwise noted, the structure shall include a minimum of a one-year warranty for parts and labor. These warranties shall begin the day after final acceptance of the structure by NSWCCD. 3.0 Special Qualifications: The Contractor shall have a minimum of 5 years of experience in fence installation. All Contractor personnel providing the required services shall be U.S. citizens. 4.0 Deliverables: N/A. N0016722R0022 Page 4 of 37 5.0 Place of Performance: Place of performance: The enclosure will be installed next to Building 4, NSWCCD, 9500 MacArthur Blvd, West Bethesda, MD 20817. All work shall be performed during normal working hours, between 0600 and 1600, Monday through Friday, except (a) federal holidays, or (b) other days so designated by the Contracting Officer or his/her Representative. During the performance of these services, all Contractors will adhere to base procedures and restrictions. 6.0 Clean-Up In general, the Contractor shall remove debris and rubbish from work area. The Contractor shall be responsible for disposal of all debris and rubbish in accordance with local regulations regarding hauling and disposal. During this project, walk ways shall be kept clear at all times from construction materials, trash debris, equipment, or any hazard that could cause safety hazards to government and/or non-government personnel. Empty cans, rags, rubbish, unused materials and other discarded materials shall be removed from the site at the end of each work day. The Contractor will dispose of any accumulated waste water at a designated location on site in accordance with all environmental requirements. 7.0 Safety Requirements The Contractor shall insure that the following safety measures are adhered to by all personnel during these services, and any subsequent phases: Provide, erect, and maintain barricades, rails, as required to protect the general public, workers, and adjoining property. Provide personal protective equipment (safety shoes, hard hat, and hearing protection) for contractor personnel which shall be worn at all the times. Insure proper access to the work area shall be maintained throughout the working period. 8.0 Security/Site Access Requirements Contractor personnel working at NSWCCD must be fully identified. To initiate the site access process (for both personnel and vehicles), the Contractor will contact the Carderock Visitor Center (301-227-1500). The Visitor Center personnel will provide further instructions/information (procedures, forms, etc.). Contractor personnel are expected to perform most work during normal NSWCCD duty hours. When work must be performed outside normal working hours, permission must be obtained from the Security Office through the Project Manager. Contractor personnel must confine themselves to the work sites specified in their contract. Visiting other areas is prohibited. Identification issued by the Visitor Center must be displayed at all times. Access to Carderock buildings will not be allowed without proper identification. Pursuant to federal regulations, all personnel and vehicles on NSAW property are subject to search by authorized personnel at any time. POP 06-SEP-2022 TO 05-SEP-2023
