Submit Bids no later than 2:00PM EST on 26 April 2022 (or as amended) to: U.S. Army Corps of Engineers, New York District, Contracting Division, Room 16-300, 26 Federal Plaza, New York, NY 10278-0090 Due to heightened security at U.S. Government installations, all Bidders are instructed to allow ample time to get through the security checkpoint in order to have their bids delivered before 2:00PM EST on the date of the bid opening. BID SUBMISSION INSTRUCTIONS: Contractors are required to deliver Bids to 26 Federal Plaza, Room 16-300. The designated receiver of bids is Ivan V. Damaso at 917-790-8176. Bids are due no later than 15 April 2022 at 2:00pm EST. Bid opening will start at 2:00pm EST. NOTE: If dropping bids off in person, please advise via email to ivan.v.damaso2@usace.army.mil and nicholas.p.emanuel@usace.army.mil. Contractors are encouraged to wear a mask on the main floor and are required to wear a mask on Floor 16. The government will not be responsible for submissions delivered to any location or to anyone other than those designated to receive proposals. Bidders are responsible for ensuring that bids are submitted so as to reach the designated receiver and designated location. Bidders are responsible for allowing sufficient time for the bids to be received in accordance with the instructions provided. Contractors will not be allowed to physically be in the conference room during the bid opening. Please limit the amount of company employees calling into the line so that the line does not disconnect. The abstract of bids will be posted to the SAM.gov website. (a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid. (b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds, (1) to unsuccessful bidders as soon as practicable after the opening of bids, and (2) to the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.- (c) The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000.00, whichever is less.- (d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.- (e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. |
