Description

In general, the project consists of: Schedule A: STH 13 (Bayfield Street) (11th Ave W to 2nd Ave W) - The replacement of approximately 5,000 LF of water main and 4,000 LF of sanitary sewer in conjunction with WISDOT STH 13 project 8160-00-75. Schedule B: Washington Avenue (Omaha Street to STH 13) - The replacement of approximately 450 LF of water main, the installation of approximately 390 LF of 60-inch PE storm sewer and associated urban asphalt street reconstruction. Schedule C: 4th Avenue (Omaha Street to STH 13) - The installation of approximately 350 LF of water main, 320 LF of storm sewer and associated urban asphalt reconstruction. Schedule D: 8th Avenue (STH 13 to 4th Avenue) - The replacement of approximately 1200 LF of water main, 200 LF of sanitary sewer and street patching. Schedule E: Alley (10th Avenue to 9th Avenue) - Replacement of approximately 500 LF of sanitary sewer and associated base course roadway reconstruction. Schedule F: Omaha Street (10th Ave to 9th Ave) - Installation of approximately 600 LF of water main and associated yard replacement and street patching. Bids will also be received for a contract option to use all ductile iron water main. A single prime bid will be received for the work. The contract awarded under this bid advertisement will be funded in part by financial assistance from the U.S. Dept. of Housing and Urban Development - Community Development Block Grant Program (CDBG), the Wisconsin Clean Water Fund Program, and the Wisconsin Safe Drinking Water Loan Program and will be subject to regulations contained in Wis. Adm. Code, s. NR 162.09, Wis. Adm. Code, s. NR 166.12, and appropriate state statutes. Bidders agree to abide by Executive Order 11246, as amended, and the provisions for civil rights, equal employment opportunity, and affirmative action set forth in the Bidding Documents. This procurement is subject to regulations contained in NR 162.09(4) and NR 166.12(4) for solicitation of disadvantaged business enterprises (DBEs). We encourage DBEs, including MBEs and WBEs, to submit bids. The attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum rates to be paid under the contract, Section 3, Segregated Facilities, Section 109, and Executive Order 11246. Minimum salaries and fringes to be paid on the project shall be in accordance with the rate scales established by the Federal Department of Labor. Attention is called to the fact that not less than the minimum salaries and fringes set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applications for employment are not discriminated against because of their race, color, religion, sex, national origin, or other protected class. Federal Labor standards program laws, including, but not limited to the Act, the Copeland Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act apply to all work.
