Description

City Of Nettleton Request for Proposals (RFP) Residential and Small Commercial Solid Waste Services The City of Nettleton shall select the most qualified proposal or proposal(s) on the basis of price, technology, and other relevant factors and from such proposals, but not limited to the terms thereof, negotiate and enter contracts with one or more of the per- sons or firms submitting proposals. Throughout this process, the City of Nettleton reserves the right to reject any and all proposals and to waive informalities. 1. Term. The present contract for solid waste services expires on October 31, 2022. The successful Contractor shall be required to commence service to City residents and customers effective November 1, 2022. The City reserves the right to negotiate the total length of the contract as allowed by applicable MS Statute. The present contract was for a period of six (6) years.Scope: Contractor shall furnish all labor, vehicles and materials to collect and dispose of all household and small commercial hand pickup waste in industrial rollout carts. Collection shall be once per week at the nearest public road (curb) of all residents. As a part of the weekly collection, one (1) bulky item per stop shall be picked up by the Contractor providing the bulky material will not cause damage to the Contractors collection equipment. Large bulky items such as sofa sleepers, rain soaked sofas, rain soaked mattresses, washers, dryers, stoves, hot water heaters, and other large bulky items will not be the responsibility of the Contractor under this RFP. The Contractor shall furnish all residents and small commercial customers within the Citys political boundaries a 96 gallon industrial model roll out cart. The cart shall remain the property of the Contractor. Also under this RFP, Contractor shall furnish the City a one (1), thirty (30) cubic yard roll off container for bulky material at a flat rate hauling fee plus landfill charges. In addition, the Contractor shall provide special residential and small commercial container service on an annual basis to support clean-up campaigns for the entire City.Customers: Approximately 810 residential and 76 small commercial customers. 1. Equipment: Contractor collection equipment shall be well maintained and clean with a capacity of not more than 25 cubic yards and a compaction force of up to 900 pounds per cubic yard (equipment load limit - eight (8) tons). 2. Compensation: City shall pay Contractor for services provided under this RFP on a monthly basis. The rate provided by the Contractor shall be based on disposal of the solid waste at the Three Rivers Regional Landfill in Pontotoc, MS. For purposes of this RFP, the City utilized 40 pounds per week per household or .0867 per ton per month. 3. Insurance: Contractor shall provide the following minimum insurance coverage under this RFP: Worker's Compensation Statutory; Employers Liability $1,000,000 Per Occurrence/ $5,000,000 Limit; Bodily Injury Liability (Except Automobile) $5,000,000 Per Occurrence/$5,000,000 Aggregate; Property Damage Except Automobile $5,000,000 Per Occurrence/$5,000,000 Aggregate; Automobile Bodily Injury Liability $5,000,000 Combined Single Limit; Automobile Property Damage Liability $5,000,000 Combined Single Limit.
