Date: 05/10/22 To: General Public (Via the Government's Point Entry) From: Jeremiah Rogers, Contracting Officer, National Park Service, Denver Service Center Subject: Sources Sought Notice Reference: GRCA/250440, Replace Shuttle Bus Maintenance Facility This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Additional Information: No proposal package, solicitation, specification or drawings are available with this notice. Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. North American Industry Classification System (NAICS) code: 236220 Small Business Size Standard: $39.5 Million Solicitation: The NPS anticipates issuing a request for proposals in the summer of 2022. Bonding: The NPS anticipates bid, performance and payment bonds will be required Project Description: The project is located at Grand Canyon National Park, AZ. The construction magnitude is More than $10,000,000. Project Scope: This design-build requirement is to build a new Bus Maintenance Building at the Grand Canyon National Park. The design phase will progress from 30% plans to be provided by the Government, and will require the contractor to complete the design phase through 100% design, in accordance with the NPS design flows and processes, and Page 2 of 2 produce final drawings and specifications. This work will include environmental, geotechnical, civil, structural, and other necessary disciplines to progress through final design. Following the design phase, the construction phase will include building the new facility and demo the old. The existing facility consists of three undersized buildings which are beyond their useful life expectancy. The proposed approach places all functions in one building to include administration, maintenance and storage. Administration areas would have offices for staff and dispatch; a training space for drivers; restrooms & showers. Maintenance areas would have 4 vehicle work bays with lifts; a wash bay; parts storage; office space for lead mechanic; and a room with lockers for mechanics. The maintenance area would accommodate alternative fuel types and longer buses. The near 3 acre site would accommodate bus parking for up to 50 buses, and a separate parking for up to 60 POVs for bus drivers and admin staff; vehicular circulation to promote safety and accommodate efficiencies in bus cleaning and end of day operations; a fence around the compound; and, access to the adjacent CNG fueling facility. Once complete, the existing facility would be removed and the site rehabilitated.
