Alachua County Board of County Commissioners are calling for and requesting the submission of ITB 23-49-TW Annual Liquid Asphalt Material for Alachua County and City of Gainesville The herein included sections along with Instruction to Bidders, Scope of Work, Submittals, together with all attached Attachments herein identified, constitute the entire bid package. Specifications and supplementary documents are essential parts of the ITB and requirements occurring in one are as binding as though occurring in all. The Alachua County Board of County Commissioners is seeking responses from qualified vendors to provide Annual Liquid Asphalt Material w/City of Gainesville. Services are to include all labor, materials, supplies and equipment in accordance with the terms, conditions, and specifications set forth within this solicitation. Vendors must be fully capable of performing the required services while adhering to all laws, specifications, procedures, protocols, applicable guidance, and industry best practices. Location: Alachua County is located in North Central Florida. The County government seat is situated in Gainesville. Gainesville is located 70 miles southwest of Jacksonville, 129 miles southeast of Tallahassee, 140 miles northeast of Tampa - St. Petersburg and 109 miles northwest of Orlando. Alachua County has a population of over 250,000 and a regional airport. The County itself consists of a total area of 969 square miles. Form of Government: Alachua County is governed by a Board of five (5) elected County Commissioners and operates under the established County Manager Charter form of government. In addition to the five County Commissioners, there are five elected Constitutional Officers: Supervisor of Elections, Sheriff, Clerk of the Court, Tax Collector, and the Property Appraiser. Scope of Services The provisions contained in this section are intended to be cooperative with, to supplement, or to modify Instructions to Bidders and Terms and Conditions. In case of any conflict with such sections, the intent of any kind and all Technical Specifications shall govern. Bidders shall bid on the listed Liquid Asphalt products, which must meet the requirements of all applicable sections of the most recent edition of the Florida Department of Transportation Standard Specifications for Road and Bridge Construction. The plant must be approved by the Florida Department of Transportation. The Liquid Asphalt products shall be available to the Public Works Departments for each working day, Monday through Friday for the entire year. 2. Description of Goods and Services The products to be ordered are described on the ITB Pricing Form. Any quantities indicated herein are only estimated and the Entities reserves the option to increase/and or decrease quantities, or delete items as required. The Entities reserves the option to add item(s) within the scope of the bid, by accepting a mutually-agreed-upon price or by obtaining such items via the Entities' regular Procurement Procedures. The products must be loaded on the County/City's Trucks at the Vendor's plant for pickup or delivered to the Entities per their request. Bids shall be per gallon of liquid asphalt as follows. 3. Liquid Asphalt Type CRS1 Viscosity at 77 - Minimum 20 - Maximum 100 Particle Charge Possible Sieve Test - Maximum 0.10 Residue Percent - Minimum 60% Penetration at 77 - Minimum 100 - Maximum 250 4. Prime Type MC-70 Residue from Distillation - 55% Minimum Water % - 0.2 Maximum Flash Point - 100 Degrees 5. Fog Seal Type CRS2H Particle Charge Possible Oil Distillate by Volume of Emulsion- 3% Residue - Minimum 40 - Maximum 60 - After Dilate 6. Reclaim Oil Type CSS1H Particle Charge Possible Sieve Test - Maximum 1.10 Residue Percent - Minimum 57% Penetration at 77 - Minimum 40 - Maximum 90 7. Chip Seal Oil Type CRS2PH Viscosity at 122 - Minimum 100 - Maximum 400 Particle Charge Possible Sieve Test - Maximum 0.10 Oil Distillate by Volume of Emulsion 3% Residue Percent - Minimum 60% Penetration at 77 - Minimum 100 - Maximum 250 Polymer - Maximum 3% 8. Plant Pick-up by Entities Time is of the essence in the filling of this order. No delays in material or rendition of services will be permitted except as authorized by the Entities in writing. Please notify Alachua County Public Works Department at 352.548.1256; or, the City of Gainesville Public Works Department at 352.334.3400, at once of anticipated delay. The right is reserved to cancel this order or any part thereof if the foregoing is not complied with. In the event of cancellation pursuant to this clause, the Entities may procure similar articles or services elsewhere or secure the manufacture and delivery of the articles by purchase order or otherwise, and contractor shall be liable to the Entities for excess costs. F.O.B. shall be to the mine or plant/yard. The Entities will pick up the materials from the mine or vendors plant/yard. The time allocated for the loading of trucks with Coarse Aggregate and Fine Aggregate materials is 7:00 AM to 4:30 PM, Monday through Friday. 9. Delivery Locations to Entities Time is of the essence in the filling of this order. No delays in shipment and material or rendition of services will be permitted except as authorized by the Entities in writing. Please notify Alachua County Public Works Department at 352.548.1256; or, the City of Gainesville Public Works Department at 352.334.3400, at once of anticipated delay. Any excessive or unusual transportation charges caused by the contractor's inability to deliver by specified date and in specified quantities shall be charged to the contractor. The right is reserved to cancel this order or any part thereof if the foregoing is not complied with. In the event of cancellation pursuant to this clause, the Entities may procure similar articles or services elsewhere or secure the manufacture and delivery of the articles by purchase order or otherwise, and contractor shall be liable to the Entities for excess costs. Bid prices must include shipping and handling costs. FOB shall be destination, site Zones within Alachua County as listed below: Zone I - Western County Line to CR 241 Zone II - NW 143rd Street to SR 121 Zone III - SR 121 to SR 200 (US 301) Zone IV - SR 200 (US 301) to Eastern County Line 10. Substitutions Where the specification indicates "or Equal" the Bidder may propose a substitute by indicating the brand name, part number and packaging. However, as specified in Instruction to Bidders section, the Bidder is responsible to prove equivalency. Documentation and/or samples must be supplied upon request within 4 days. In the event that the Bidder is awarded the equivalent item, but it is later determined that the item does not meet required standards, in the judgment of the Entities, the Bidder must bear all costs for return of such goods, and the item will be procured from the next qualified bidder. 11. Price Adjustments Compensation adjustments for both increased and decreased costs of the products, from the cost on the date that bids were solicited will be by lump sum adjustment on the final payment for each job. The entities/vendor in accordance with Section 9-2 of the FDOT Specifications, latest edition, will calculate lump sum adjustments. These adjustments are to include fuel, bituminous material and liquid asphalt adjustment per FDOT Specifications.
