Description | The city manager shall announce the results of the bidding, together with his recommendations thereon, to the City Council at its meeting to be held at 6:00 o'clock p.m. local time on February 14, 2023 The general nature of the work on which bids are requested is installing new double-walled carbon steel piping to replace the existing underground carbon steel piping that runs from the existing fuel oil storage tank to the existing fuel oil pump house. The existing underground piping is to be abandoned in place and the new piping will tie into existing aboveground flanged connections on the existing lines at the tank and inside the pump house. Completion of the project is to be expected no later than September 30, 2023. Written questions will be accepted until 5:00 p.m. local time on January 13, 2023. Said questions may be mailed or delivered to the Purchasing Division at 515 Clark Avenue, Ames, IA 50010, or sent via e-mail to amanda.moore@cityofames.org. All bids shall be submitted to said city clerk on or before the time set herein for the bid opening. Bids shall be made on the Bid Form furnished by the City of Ames, in a sealed and plainly marked envelope indicating it is a bid in response to this notice. Each bidder shall accompany its bid with bid security as defined in Code of Iowa Section 26.8 and as specified in the Instructions to Bidders. Said bid security shall be based on an amount equal to at least 5% of the bid amount. The City of Ames reserves the right to defer acceptance of any bid for a period not to exceed thirty (30) days after receipt of bids, and no bid may be withdrawn during this period. Each successful bidder shall be required to furnish a corporate surety bond in an amount equal to one hundred percent (100%) of its contract price. Said bond to be issued by a responsible surety approved by the City Council and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City from claims and damages of any kind caused by the operations of the contract and shall also guarantee the maintenance of the improvement in good repair for a period of one (1) year from and after the completion and acceptance by the City. The City's electric utility is considered a private entity for sales tax purposes. This project is considered to be new construction, re-construction, alteration, expansion, or remodel per Iowa Code. Contractor shall pay sales, consumer, use, and similar State and local taxes for the Work or portions provided by Contractor which are legally enacted when bids are received. The Contractor is responsible to pay sales taxes on the materials and equipment that become a part of the real property and be included in the bid price. No sales tax exemption certificates will be issued for this project. As required by Iowa Administrative Code 875, Chapter 156, the bidder shall complete and submit the Bidder Status Form with its bid and certify its state or country of domicile by completing the address section of the Bid Form. By virtue of statutory authority, preference will be given to products and provision grown and coal produced within the State of Iowa, and to Iowa labor, to the extent lawfully required under Iowa statutes. The City does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City.
