Description

In accordance with Section 9.33, et seq., of the Ohio Revised Code, the Madison County Board of Commissioners (Owner) will receive Statements of Qualifications (SOQs) for Construction Manager at Risk (CMAR) services associated with the Mid-Ohio Wastewater Treatment Plant Project as more fully described in the Request for Qualifications (RFQ). The Owner reserves the right to accept or reject all or portions of any response(s) to the RFQ, to waive any formalities of the RFQ process, to readvertise the RFQ, to amend the terms of the RFQ, to extend the dates provided herein, to suspend the procurement if the desired outcomes are not achieved, and/or proceed to provide the services otherwise, as the Owner may determine in its sole discretion is in the best interest of the Owner Summary of Work: The Project is currently in the preliminary design phase and is intended to provide a new 4 million gallon per day (mgd) facility that can be expanded to 12 mgd. The treatment facilities currently being considered include influent pumping, preliminary treatment, secondary treatment including activated sludge processes and secondary clarifiers, disinfection, post aeration, plant outfall, sludge thickening, aerobic digestion, and sludge dewatering. Additional facilities and support structures being considered include septage receiving facilities; operations building which includes publicly-accessible areas for the Owner's business operations in addition to privately-accessible areas for the Owner's treatment operations including multiple laboratory spaces; support structures housing pumps, blowers, electrical distribution, and other equipment; and a biosolids facility for regional biosolids handling and storage Project Schedule: Pre-construction CMAR services are anticipated to begin June 2023. On-site construction is anticipated to begin April 2024. Treatment upgrades are to be operational by April 2026. The overall construction duration is anticipated to be 24 months. Project Location: Adjacent to US 42 to I-70 WB entrance ramp | Deercreek Township. See Attachment 1 for general location. Project location is subject to change.
