Description

Wastewater Treatment Plant Improvements As required by Ohio Revised Code Section 153.65-71, responding firms will be evaluated and ranked in order of their qualifications. Following this evaluation, the City of Defiance may decide to conduct interviews and subsequently enter into contract negotiations with the most highly qualified firm. Once the City and the consultant agree upon the scope of services, the consultant will develop a fee proposal for the City's consideration. If the fee proposal is agreeable, the two parties will enter into a contract. If the fee proposal is not acceptable, the two parties will attempt to agree on revisions to the scope of work and budget, and if agreeable enter into a contract for the project Statement of qualifications shall include a letter of interest and information regarding the firm's history and financial stability; the technical expertise, availability and location of the staff dedicated to the project; the firm's experience in performing similar services and ability to perform similar work in a timely manner; references and contact names for similar projects; evidence of proper certification and/or licensing to do business in the State of Ohio; and any previous work performed for the City of Defiance Any questions concerning the proposals should be directed to Melinda K. The City owns and operates a municipal Wastewater Treatment Plant (WWTP) rated for an average daily flow capacity of approximately 6 mgd and can accept and treat up to about 8 mgd with full secondary treatment and as much as 14 mgd with treatment unit bypasses. The WWTP service area includes both combined and separate sanitary sewers. The City has submitted an Integrated Watershed Improvement Plan (IWIP) that includes projects to reduce combined sewer overflows and provide overall water quality improvements in the watershed. The IWIP has identified improvements to the WWTP. The project may include the following improvements: The Defiance WWTP currently uses a 5/8" Parkson screen installed in 1988 which is prone to blinding and is bypassed when plant flows exceed 9 MGD. This project would install two new 1/4-inch fine mechanical screens each sized for 10 MGD, conveyor and a new wash press. The second screen would only be used to screen the flows in excess of 10 MGD that exceeded the capacity of the first screen. Add a hauled waste receiving pretreatment system that would allow the City to regularly accept septage from septage haulers. A 5 MG CSO surface storage facility on property adjacent to the existing WWTP. The storage facility is anticipated to be gravity fed with outlet to an existing pump station for conveyance to the WWTP. The extent of the project elements to be advanced by the City is highly dependent upon outside funding.
