LA-MSID reserves the right to retain all bids, or to use any ideas in a bid, whether or not that bid is selected. There is no implied obligation for LA-MSID to reimburse responding firms for any expenses in development of their bid. Submission of a bid indicates acceptance by the firm of the conditions contained in this Invitation to Bid, unless clearly and specifically noted in the bid submitted and confirmed in a contract between LA-MSID and the firm selected. The LA-MSID encourages minority owned and small businesses to submit bids. A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not be awarded or perform Work as a Contractor, Supplier, Subcontractor, or Consultant under a Contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, Florida Statutes, for Category Two for a period of 36 months from the date of being placed on the convicted vendor list. In the event litigation occurs as a result of a contract between a bidder and LA-MSID, the prevailing party shall be awarded all attorneys' fees and costs associated with said litigation. LA-MSID reserves the right to accept or reject any or all bids with or without cause, or terminate the process or to award the bids on a split-order by item number when applicable.
