Description

The work to be done consists of furnishing all materials, equipment, and labor necessary to construct the project consisting of the following: Approximately 2,594 linear feet of 24" gravity sewer, ten (10) - 5' Dia. Manholes and associated appurtenances This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the Presidents Executive Order No. 11246 and Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. The CDBG application, including the cost estimate, is available for review by contacting Craig Metts at (803) 254-4400. Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. The Information for Bidders, Bid Form, Contract, Plans, Specifications, Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the following locations: Owner: City of Bishopville Engineers: AECOM Technical Services, Inc., Columbia, SC. When requesting drawings, specifications, or contract documents, provide the following information about your company: POC and their email address; street address; and telephone number. Bidders must deposit security with all bids. Security shall be in the form of a certified check or bid bond made payable to the Owner and shall be for an amount equal to not less than five percent (5%) of the amount of the bid. Provisions of the security shall be as described in the Information for Bidders. No bid will be considered unless the bidder is legally qualified under the provisions of the South Carolina Contractors Licensing Law (South Carolina Code of Laws as amended on April 1, 1999, Chapter 11, Sections 40-11-10 through 40-11-428). Any prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the solicitation of this contract may protest to Engineer (or) Owner in accordance with Section 11-35-4210 of the SC Code of Laws, within 15 days of the date of issuance of the Notice of Intent to Award. Contractors shall have a classification of WL. No bidder may withdraw the bid within 90 days after the actual date of the opening and thereof. The Owner reserves the right to waive any informalities or to reject any or all bids
