Description | The goal for Disadvantaged Business Enterprise participation is 8% of the dollar value of this contract. All bidders and proposers shall make good faith efforts to subcontract to the greatest extent feasible to small business concerns owned and controlled by socially and economically disadvantaged businesses. Bidders also have the option to submit bids electronically. To submit a bid electronically, bidders must register at website. Bidders submitting bids electronically must obtain copies of Bidding Documents from the design professional as indicated elsewhere herein. The OWNER reserves the right to reject any or all bids for just cause per State Public Bid Law. A corporate resolution authorizing a representative of the corporation to sign the bid must accompany the bid if the bidder is a corporation. Such activities will be in accordance with Title 38 of the Louisiana Revised Statutes. Each bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570. The Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements. All Contractors bidding on this work shall comply with all provisions of the State Licensing Law for Contractors, LA RS 37:2150-2192, as amended, for all public contracts. It shall be the responsibility of the General or Prime Contractor to assure that all subcontractors comply with this law. Contractors must hold an active license issued in the classification of MUNICIPAL AND PUBLIC WORK CONSTRUCTION as defined by the Louisiana State Licensing Board for Contractors. Contractors must provide their license number when requesting plans, specifications, and contract documents and place their license number on the face of the envelope containing their bid. No Bidders may withdraw their bid within Forty-Five (45) days after the actual date of the opening thereof. The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed. The successful bidder will be required to execute the Owner's Standard Form of Agreement/Contract for construction together with the Performance and Payment Bond within ten (10) working days after the award of the contract. Any person with disabilities requiring special accommodations must contact the Owner no later than seven (7) days prior to bid opening. CDBG PROJECTS ONLY: THE SUCCESSFUL BIDDER MUST SUBMIT EXECUTED COPIES OF CERTIFICATION REGARDING EQUAL EMPLOYMENT OPPORTUNITY, SECTION 3 AND SEGREGATED FACILITIES, AND SECTION 3 PLAN WITH TABLES A & B.
